Adjusting the Vietnam e-Government Architecture Framework version 3.0

On December 29, 2023, the Ministry of Information and Communications issued Decision No. 2568/QD-BTTTT stipulating the Vietnam e- Government Architecture Framework, version 3.0, towards Digital Government.

The issuance of the new architectural framework is to guide ministries, branches and localities in building e-Government Architecture at the ministerial and provincial levels.

At the same time, form and deploy the application of the e-Government architecture system, towards a digital Government in a synchronous and unified manner from the central to local levels, with one of the set goals being to enhance the ability to connect, share data, and share IT resources in each state agency and between state agencies and other agencies and organizations nationwide.

The new point of the e-Government Architecture Framework version 3.0 compared to version 2.0 is the addition of the National Data Center, human data warehouse, and aggregated data warehouse from national databases mentioned in Resolution 175 of 2023 of the Government approving the "National Data Center Project".

Recently, the e-Government Architecture Framework version 3.0 has been revised by the Ministry of Information and Communications, adding some contents consistent with the practical implementation of the "National Data Center Project".

Accordingly, in the general diagram of Vietnam's e-Government, the name "Data integration and sharing platform of the National Data Center" is adjusted to "Data sharing and coordination platform of the National Data Center".

Along with that, the regulations on the national data integration and sharing platform also have adjustments and supplements to the role of the data sharing and coordination platform of the National Data Center.

Information systems and databases of ministries, branches and localities located at the National Data Center will connect, integrate and share data with each other through the center's data sharing and coordination platform.

According to the report of the Standing Committee of the National Committee on Digital Transformation, before 2020, only the national database on enterprises was in operation; by 2024, important national databases such as population, enterprises, and insurance were completed, and other databases were also being urgently completed.

Before 2020, the implementation of databases by ministries, branches and localities was still fragmented; by 2024, most ministries, branches and localities had clearly defined and issued a list of their shared databases with nearly 3,000 databases.

Regarding data sharing and connection, in 2020, the total number of transactions connecting and sharing data via the national data sharing and integration platform was 11.5 million; by mid-July 2024, the cumulative number of transactions on this platform was 2.3 billion, with 95 connection points of agencies and units nationwide.
