At the scene, the situation was set up, at 0:45 on September 13, originating from an electrical short circuit of an electric vehicle being charged on the 1st floor of Everwin Dormitory causing a fire.

The fire prevention and fighting force did not detect the fire in time. In addition, the automatic fire alarm system and automatic fire extinguishing system were under repair, causing the fire to grow larger and toxic smoke quickly engulfed most of the corridors, stairs, and escape routes.
