The Ministry of Construction has just sent a report to the Prime Minister and Deputy Prime Minister on the assignment of the task of preparing a Pre-Feasibility Study Report for the Investment Project to build an expressway from Moc Chau to Son La City (old), Son La Province; now the road from Van Son Ward to To Hieu Ward, Son La Province.
This is a section of the expressway on the Hanoi - Hoa Binh - Son La - Dien Bien expressway, whose planning was approved by the Prime Minister in Decision No. 1454, dated September 1, 2021 and No. 12, dated January 3, 2025.

Accordingly, the starting point of this expressway is at km 85+262, connecting with the Hoa Binh - Moc Chau section at the intersection with National Highway 43, Van Son Ward, Son La Province. The end point connects with National Highway 4G, Chieng Sinh Ward, Son La Province. The total length of the route is about 105 km (passing through the old Yen Chau and Mai Son districts, Son La Province).
The Moc Chau - Son La City Expressway Project (project name) is proposed to be invested in a scale of 4 lanes and 2 emergency lanes, designed speed of 80km/h, with an estimated total investment of about 22,262 billion VND. Of which, the investment capital for the construction of the section is about 17,221 billion VND, the cost of compensation, support and resettlement of the section is about 2,137 billion VND, the rest is contingency cost.
The Moc Chau - Son La expressway project is a new route investment project, the managing agency has not been determined yet. However, the project to build the Hoa Binh - Moc Chau expressway, the section passing through Son La province, has been assigned by the Prime Minister to the People's Committee of Son La province as the competent authority to implement.
The Ministry of Construction agrees with the proposal of the People's Committee of Son La province to request the Prime Minister to consider and assign the People's Committee of Son La province to continue to be the managing agency of the above expressway.
Previously, the Hoa Binh - Moc Chau expressway, the section in Son La province, started construction on May 18, 2025.
It is expected that the Moc Chau - Son La City (old) expressway will be implemented in the period of 2026 - 2030. When the project is completed, it will contribute to gradually completing the transportation network in the region, meeting transportation needs, shortening travel time, reducing transportation costs, connecting the Northwestern provinces with Hanoi.
Thereby, promoting the effectiveness of investment in the construction of the Hanoi - Hoa Binh - Moc Chau expressway sections, creating a spillover effect, promoting the socio-economic development of Son La and the provinces in the Northwest region.
