In the first 6 months of 2024, the growth rate (GRDP) in the area is estimated to increase by 9.02%, ranking 4th in the Red River Delta region, ranking 8th in the country (GDP of the whole country in 6 months increased by 6.42%); attracting foreign direct investment (FDI) reached 1.55 billion USD, reaching approximately 52% of the annual plan, up 118% over the same period in 2023, ranking 3rd in the country. However, besides the outstanding results, there are still some limitations that need to be resolved, including continuing to focus on promoting solutions to support business development.
According to the Department of Planning & Investment, in the first 6 months of 2024, the whole province had 983 newly established enterprises (the largest ever), reaching 49.15% of the assigned plan, up 12.09% over the same period in 2023, twice the national average (6.07%), ranked 4th in the Red River Delta region, with 455 enterprises registering to resume operations, up 5.1%. However, up to 116 enterprises were dissolved, up 21.3%; 1,150 enterprises registered to temporarily suspend operations, up 16.1% over the same period. Although the rate of dissolved and suspended enterprises in Quang Ninh is lower than the national average and the average of the Red River Delta region, in reality, the number of newly established enterprises is less than the number of dissolved and suspended enterprises in the first 6 months of the year, which risks affecting the goal of developing 2,000 more enterprises in 2024, as well as achieving the goal of establishing 10,000 new enterprises in the entire period of 2021-2025.
The reason is due to the impact of economic recession, high prices of energy and input materials affecting the production and business activities of enterprises. Along with that are the internal difficulties of enterprises in accessing markets, capital, human resources; the support for enterprises among localities in the province is not uniform.
Mr. Do Phuc Quyet, General Director of Happy Land Group Real Estate Investment Company, said: In the first half of 2024, the province's investment and business environment remained stable, especially for businesses in the tourism service sector, there was a vibrant development showing the revival of Quang Ninh tourism as before the Covid-19 pandemic. For our businesses operating in the real estate and finance sectors, there are also many revenue-generating activities that bring profits. However, during the investment process, I found that the handling of administrative procedures at the Public Administration Centers of large cities and centers is very good, very fast, with highly qualified staff, enthusiastic consulting and support for businesses. However, the same procedure carried out at some public administration centers in other districts and towns still takes time for businesses. The province needs to have solutions to synchronize the quality of handling administrative procedures between localities to better support businesses.
The province has 11,590 operating enterprises. To achieve the goal of developing enterprises in both quality and quantity in 2024 and the following years, the province has determined that accompanying and promptly removing difficulties and obstacles that affect investment, production and business activities of enterprises will still be the most important factor.
Currently, the Department of Planning and Investment is drafting and advising the Provincial People's Committee to promulgate a Plan to support private sector enterprises to do sustainable business in Quang Ninh province until 2025 and a Plan to support the development of collective economy and cooperatives until 2025. When the Plan is promulgated and implemented, it will contribute to the sustainable development of private sector enterprises, collective economy and cooperatives in the province, ensuring a close, reasonable and harmonious combination between economic efficiency and social responsibility, contributing to the completion of sustainable development goals of Quang Ninh province by 2030.
To increase the number of enterprises, the Department of Planning and Investment and the Provincial Tax Department are also implementing strong tax measures, especially reviewing 2,036 business households that have made declarations to encourage business households in the province to convert to enterprise types.
To encourage the development of startups, the province has also opened the Center for Innovation and Digital Transformation Support, which provides space, facilities, and means to support activities for the community, businesses in general, and startups in particular. The Center contributes to increasing the quantity and quality of innovative businesses, science and technology businesses; promoting in-depth local economic growth on the basis of increasing the contribution of science and technology; enhancing public-private cooperation, promoting the linkage of three parties according to the development orientation of the province.
With its relentless efforts in administrative reform and improving the investment and business environment, Quang Ninh has always received high appreciation from the business community and investors in its companionship and support. This is clearly demonstrated through the province's consecutive leading position for many years in reform rankings such as PCI, PAR Index, SIPAS... The business community and investors in the province are more confident and always accompany the province in realizing socio-economic development goals.
