The organization of the second session is based on the actual conditions of the school and does not charge tuition fees to students.
The implementation principle is that the main teaching content is only concentrated in the planned time. The second lesson focuses on the comprehensive development of learners in terms of skills, physical development subjects, sports , guiding students in self-study, reading, group work... The goal is for students to develop their own skills, increase experience, learn foreign languages, and information technology.
To improve the quality of comprehensiveeducation , especially the synchronous and effective organization of 2-session teaching/day, the Prime Minister requested the Ministry of Education and Training to preside over and coordinate with ministries, agencies and localities to issue guiding documents, ensuring clear purposes, requirements, objects, content, forms, methods of implementation, results, and competent authorities to effectively implement the general education program... At the same time, guide localities to synchronously deploy solutions, develop plans and roadmaps for organizing 2-session teaching/day in accordance with the reality of facilities, finance and teaching staff.
Localities prioritize budget allocation to ensure conditions for organizing two-session teaching/day; effectively implement programs and projects to improve facilities for educational institutions, especially in remote areas, areas with difficult or especially difficult socio -economic conditions, border areas, and islands, ensuring fairness in access to education.

The Ministry of Education and Training is required to coordinate with the Ministry of Home Affairs to review, urge and inspect the recruitment of teachers in localities; continue to review and supplement the number of teachers lacking compared to the prescribed standards of the education sector. The Ministry of Education and Training needs to research and have appropriate and effective solutions to overcome the shortage of teachers, ensuring 2 sessions/day of teaching; strengthen supervision, inspection, evaluation, promptly urge and rectify inappropriate and ineffective implementation of 2 sessions/day of teaching in localities.
The Prime Minister requested the Ministry of Home Affairs to preside over and coordinate with the Ministry of Education and Training to inspect and urge localities to recruit teachers according to the assigned payroll, overcome the surplus and shortage of teachers at educational institutions, ensure the principle of "where there are students, there must be teachers in the classroom" but must be suitable to reality, not waste resources, meet the requirements of teaching 2 sessions/day, promptly report to competent authorities on issues beyond their authority.
The Ministry of Finance is required to direct and guide localities to arrange state budget according to regulations to organize the implementation of teaching 2 sessions/day.
The People's Committees of provinces and cities are responsible for ensuring conditions to improve the quality of general education, including conditions for implementing 2-session teaching/day starting from the 2025-2026 school year at facilities in the area. In addition, develop a plan to implement 2-session teaching/day suitable to local conditions in the spirit of "6 clear": clear people, clear work, clear responsibility, clear authority, clear time, clear results.
