Public postal services join the government in resolving administrative procedures for people.

Synchronous technology infrastructure

Since the implementation of administrative unit arrangement, Hue City has focused on public and transparent information to the people. The addresses of the Public Administration Service Centers, 166 public service agents in wards and communes, hotline number 19001075, and interactive channels such as Hue-S, HueIOC fanpage, HueIOC Center zalo... have all been widely communicated. These channels quickly attracted hundreds of thousands of views, accesses and interactions, showing that people are increasingly interested in and support the 2-level government model.

The city has also invested heavily in visual communication products such as infographics, standees, digital maps, and video clips instructing digital skills that have been designed to help people easily access new information. Notably, the Hue-S platform also integrates online courses on skills in using electronic identification, digital signatures, digital payments, etc., attracting nearly 700,000 participants. This is an important step to popularize digital knowledge for the community, reducing confusion when accessing online public services.

According to Mr. Nguyen Xuan Son, Director of the Department of Science and Technology, the current technology infrastructure does not stop at equipment and transmission lines, but must ensure connectivity, interoperability and data security. In the 2-level local government model, data needs to be centrally managed but flexibly exploited at each grassroots level. The unit has coordinated with telecommunications and technology enterprises to deploy high-speed networks, shared platforms and information security monitoring systems, ensuring uninterrupted operations.

Technology infrastructure and human resources are invested and arranged to meet public service requirements at the grassroots level.

At the same time, attention has also been paid to the work of inspection, supervision and problem solving. In just over a month, the City People's Committee has established 6 working groups to directly work with 40/40 public administrative service centers at the commune and ward levels. Online conferences between city leaders and departments, branches, telecommunications enterprises and the entire commune level are regularly held to promptly resolve any problems during operation.

Thanks to the synchronous investment in technology infrastructure, the rate of administrative procedures submitted online in Hue reached over 89%, of which many departments and branches reached 99%. In particular, the commune level, which receives a large volume of documents, processed more than 93% online. This figure shows the rapid adaptation of the new apparatus, as well as the increasing trust of people in online public services.

Human resource training to meet digital transformation

In addition to infrastructure, the human factor is identified as the key factor. The city government and the Department of Science and Technology have organized many training and professional development programs to improve the capacity of cadres and civil servants, especially commune-level cadres. They focus on skills in using the electronic one-stop system, digital signatures, and operating online public services... In June and July 2025 alone, hundreds of cadres were trained through direct and online training courses.

In addition to training, the Department of Science and Technology also assigned technical specialists to monitor and support localities through online groups, ensuring timely handling of any problems and difficulties. Regular training programs are maintained, helping staff to always update new knowledge in the digital transformation phase. At the same time, upgrading headquarters, equipment, network systems, and management software is also implemented synchronously, ensuring modern and friendly working conditions.

Mr. Nguyen Thanh Binh, member of the Standing Committee of the City Party Committee and Permanent Vice Chairman of the City People's Committee, once stated that technology investment is the foundation, but the human factor determines success. The city aims for every grassroots official to be a proficient "digital user", capable of guiding and supporting people in performing administrative procedures and public services online.

This companionship has helped people, especially the elderly or those with less access to technology, feel more secure when carrying out administrative procedures. Thanks to that, as of mid-August 2025, the city has received and processed more than 76,000 administrative procedure records, of which nearly 52,000 records were resolved ahead of schedule and more than 10,000 records were resolved on time. This is clear evidence that the 2-level local government model in Hue not only operates smoothly thanks to synchronous digital transformation, one step ahead, but also truly serves the people more effectively.
