Handling 60 violations during peak period

Implementing the peak period of the fight against smuggling, counterfeit goods, and trade fraud from May 15 to June 15 according to the directives of the Government and the Provincial People's Committee, Ha Tinh functional forces have continuously detected and handled many cases of trading and transporting smuggled goods, counterfeit goods, trade fraud, and dirty food, contributing to cleaning up the market.

Previously, on June 5, the provincial police inspected the origin and quality of medical alcohol at Thanh Sen Pharmaceutical Company Limited (Ha Tinh City), directed by Le Thi Thanh My. During the investigation, Le Thi Thanh My presented that 70° and 90° ethanol alcohol products under the Ngan Ha brand were purchased by Thanh Sen Pharmaceutical Company Limited from Ngan Ha Pharmaceutical and Trading Company Limited (Hanoi), directed by Pham Dinh Dung. On the same day, the provincial police worked with Ngan Ha Pharmaceutical and Trading Company Limited, and Pham Dinh Dung confessed to using mixed industrial alcohol to produce alcohol for medical use.

Initially, the authorities seized 15,489 bottles of various types of alcohol, 1,100 liters of industrial alcohol, and many types of stamps, labels, equipment, and related machinery. The estimated value of the goods was 89 million VND. The provincial police investigation agency has issued a decision to prosecute the case and prosecute the defendant for the crime of "manufacturing and trading in counterfeit goods".

Particularly focus on reviewing key areas and subjects such as wholesale markets, commercial centers, warehouses, inter-provincial and inter-district freight routes; step up investigation and criminal handling of serious cases, especially acts of production and consumption of counterfeit, fake and poor-quality goods.

As a result of the peak period, Ha Tinh Provincial Police discovered, inspected and arrested 20 cases/20 subjects, including 3 cases/3 subjects for manufacturing and trading counterfeit goods; 1 case/1 subject for transporting smuggled goods; 3 cases/3 subjects for trading smuggled goods; 9 cases/9 subjects for commercial fraud; 2 cases/2 subjects for transporting animal products of unknown origin; 2 cases/2 subjects for transporting livestock without quarantine papers or papers proving origin.

Implementing the peak plan, the market management force, the Customs Branch of Region XI, the Department of Health, the Provincial Border Guard, etc. have also stepped up to grasp the situation of goods in circulation according to the management field, detecting and handling many violations.

According to data from the Provincial Steering Committee 389, during the peak period from May 15 to June 15, the forces arrested and handled a total of 60 cases, with an estimated value of infringing goods of VND 2.7 billion; administratively sanctioned 130 cases, with a total value of administrative fines, additional fines, and tax arrears of VND 3.4 billion; criminally prosecuted: 9 cases/13 subjects.

Promote propaganda, change business awareness

According to the authorities, the reason why many individuals and organizations disregard the law and trade in poor quality goods is because of the huge profits and partly because the awareness of business people about the consequences of trading in fake goods and dirty food is still limited.

The methods and tricks of the subjects are increasingly sophisticated, especially using social networks, high technology, and artificial intelligence to conceal their actions; using images of famous people to advertise and sell products with very large sales.

Handling violations has contributed to deterring and warning violators, but the important thing to "eradicate" this problem is to change the awareness and behavior of business people. According to market records, recently, many stores in Ha Tinh have changed their business lines, not trading in goods of unknown origin, foreign goods without official import labels.

At a store on Ha Huy Tap Street (Ha Tinh City), previously sold many Chinese products without additional labels such as sausages, chicken feet, etc., but now they have stopped selling these products. Meanwhile, the owner of a cosmetics store on Xuan Dieu Street (Ha Tinh City) also changed from selling hand-carried goods to officially imported goods. "Previously, I sold some imported products by hand-carried means, so they did not have additional labels. This time, we only sell goods with additional labels, imported through import distribution units, with invoices of origin of goods" - the store owner said.

Authorities disseminate the law and require businesses to sign a commitment to comply with legal regulations.

Mr. Nguyen Dinh Khoa - Head of the Provincial Market Management Department said: "In the peak period, in addition to inspection and handling, the unit has stepped up propaganda, requiring businesses to sign a commitment to comply with legal regulations. Through inspection by the authorities, many businesses have become aware of the products that do not meet quality standards and business regulations and have destroyed them themselves."

According to Mr. Nguyen Dinh Khoa, in the coming time, the market management force will continue to coordinate with functional agencies to inspect and control business establishments and distributors in the area, promptly prevent and strictly handle violations. At the same time, focus on education, deterrence, raising awareness for business people, eliminating the "root" of the problem of counterfeit and poor quality goods to contribute to stabilizing the market, creating a healthy business environment, protecting the legitimate rights of manufacturers and consumers. In addition, consumers also need to say no to goods of unknown origin, boycott dirty food, learn carefully about the origin, source, quality inspection information, and play a role in contributing to making the market "cleaner".
