According to the Report, by July 11, 36/94 communes and wards had submitted reports and proposals for upgrading information technology infrastructure. Through the survey, most units encountered difficulties due to lack of internal network systems, outdated computer equipment, unstable Internet connection, especially in remote areas or new locations after changing headquarters.
To meet the demand, the Department of Science and Technology proposed that the City People's Committee allocate funds for two main items: Upgrading the LAN system in communes and wards at a rate of 300 million VND/commune and ward. The total estimated investment for each point according to the attached appendix is 294.8 million VND (including VAT), including network equipment, firewall, rack cabinets, cable systems, management software, construction and maintenance costs.
Purchase information technology equipment such as computers, printers, scanners, and automatic numbering machines with a proposed budget of VND 200 million/commune and ward. Purchases should only be made after maximizing the use of existing equipment to avoid budget waste.

In addition, according to Mr. Nguyen Thanh Hong, Director of the Department of Science and Technology of Da Nang City, the Department is also coordinating with network operators such as Viettel and VNPT to survey and develop an investment plan to upgrade transmission lines from the city to communes and wards; expected to be submitted to the City People's Committee before July 30, 2025.
The investment is considered necessary and urgent to ensure smooth connection for the Commune-level Public Administration Service Center, improve operational efficiency, serve people in the digital transformation period and perfect the two-level urban government model in Da Nang.
