At night, the wind from the Sat River blew in, in the quiet darkness, the working group of the Traffic Police Department, Hai Duong Provincial Police quietly performed their duties. When they arrived at the right bank of the Sat River from the old Sat Bridge to Lai Village, Vinh Hung Commune (Binh Giang) at around 11pm on April 1st. In the dim darkness, the sound of an engine began to ring out. Next, near the riverbank was a cement-hulled ship... At this moment, the working group approached.
At the time of inspection, the ship, the winch, winch cable and suction nozzle were illegally mining sand, the suction nozzle was deeply embedded in the riverbed. Checking the ship without a license plate, the amount of sand gathered on the ship was about 30 m³.
The two men on board at that time were Cao Van Hung (born in 1995) and Dao Van Tiep (born in 1990), both from Zone 5, Ke Sat town, Binh Giang) who stated that Hung was the owner of the cement ship, in charge of driving the ship; while Tiep was the hired worker in charge of winching and pulling the sand suction bucket. The working group requested to stop the operation and the two people on board to present necessary documents such as mineral exploitation license, vehicle registration, professional certificate, etc., but neither of them could provide any documents. The working group requested the two subjects to stop all exploitation activities, make a record of the violation and hand over the case to the Economic Police Department, Hai Duong Provincial Police to continue handling and handling according to regulations.
Previously, at around 9:00 a.m. on February 16, a working group of the Waterway Police Team, under the Traffic Police Department, coordinated with the Economic Police Department, Hai Duong Provincial Police to inspect the iron-hulled ship VP - 2181 anchored at km 78 + 100 on the right bank of the Thai Binh River, through Duc Chinh commune (Cam Giang).
Through inspection, the authorities identified the 1,773-ton, 760-horsepower ship as being operated by Nguyen Truong Giang (born in 1977, in Viet Xuan Commune, Vinh Tuong District, Vinh Phuc). At the time of inspection, the ship was transporting about 900 m³ of sand but could not present any legal invoices or documents related to the origin of the sand. The authorities drew up a record, temporarily detained the vehicle and the entire volume of sand to serve the investigation and clarification according to their authority.
It is known that these are 2/4 cases discovered in the past time. According to statistics, in the first 5 months of 2025, the Waterway Police Team, under the Traffic Police Department of Hai Duong Provincial Police, arrested 5 cases, including 1 case of illegal mineral exploitation, 4 cases of mineral transportation without invoices and documents of origin, the total amount of sand seized was more than 1,000 m3 .
Hai Duong has 20 inland waterways, including 14 national inland waterways with a total length of nearly 300 km and 6 local inland waterways with a total length of more than 100 km. The rivers flow into most of the 12 districts, towns and cities. Of which, the Traffic Police Department of Hai Duong Provincial Police directly manages 18 rivers, including 6 local inland waterways and 12 national inland waterways. The province currently manages 2,274 watercraft, of which thousands of watercraft have a load capacity of 200 tons or more.
Along with the potential for developing inland waterways, the bustling activities on waterways also put a lot of pressure on the management and assurance of traffic safety and order of the forces. To avoid detection by the authorities, the subjects have many methods and tricks to cope.
Specifically, the subjects often take advantage of the dark night or border areas with few people passing by to commit violations; the ships and boats participating in illegal mining activities are not registered, inspected, and lack the necessary legal documents. In particular, some subjects also assign people to monitor the traffic police force... If they detect the functional force, they alert other subjects...
The main violations include: transporting over the safe waterline, violating the vehicle's license plate, inland waterway vehicles with expired inspection, drivers without a degree or professional certificate... In some cases, drivers violated alcohol concentration, transported goods and sand without legal invoices and documents...
Despite many difficulties, Hai Duong Police force is still determined and persistent in implementing professional measures, increasing patrols, control, and strictly handling violations, contributing to ensuring safety of inland waterway traffic and maintaining peace on the rivers. Along with strictly handling violations, officers of the Traffic Police Department have stepped up propaganda and mobilization work to raise awareness of law compliance among people, vehicle owners, and water transport businesses; encouraging people to detect and report violations.
