Regarding this issue, Mr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, said that after the end of the Math exam, there was no information about leaked exam questions. However, by the evening of June 26, information was circulating on the Internet about leaked exam questions during the exam time at an exam site. Immediately after that, the Ministry of Education and Training discussed with the Department of Internal Political Security, Ministry of Public Security and immediately transferred the information to the technical department of the Ministry of Public Security to investigate the origin, motive, verify and handle.

Regarding the invigilator confiscating a candidate's computer at an examination site in Hanoi, Mr. Chuong said that the Steering Committee has received the information. The Ministry of Education and Training has requested the Hanoi Department of Education and Training to report and will have a plan to handle the situation, properly implement the examination regulations, and ensure the rights of candidates.

Regarding the suspicion of leaking exam papers, Major General Tran Dinh Chung said that the Ministry of Public Security has conducted investigation and verification work. So far, 3 subjects using AI applications have been identified at 2 examination councils. These candidates used their phones to take pictures of part of the exam papers and transferred them to the AI ​​application to solve them. At the Lam Dong provincial examination council, 1 candidate used a high-tech device to send the exam papers to someone else to solve them. These candidates admitted their actions. "We will base on the level to decide the form of handling," Major General Tran Dinh Chung said, adding that these were small-scale incidents of a small group, not greatly affecting the security and safety of the exam.

Major General Tran Dinh Chung also said that in the coming time, the application of AI to cheat on exams will have more sophisticated levels. This requires the police to implement synchronous solutions and apply higher technology to fight and prevent. At the same time, it is necessary to step up propaganda and education work to help students and parents avoid this.

Referring to the difficulty of the exam, the Deputy Director of the Department of Quality Management discussed that some new points of the exam may make candidates confused. In 2024, the Ministry of Education and Training issued the structure and format of the exam and announced the reference exam so that students and teachers could get acquainted and have orientation in teaching and learning. Before the exam council carried out its work, the Ministry of Education and Training organized a large-scale test of the exam in all 3 regions. The purpose was to assess the candidates' ability to respond in order to adjust the difficulty of the exam. From the above analysis, the Steering Committee discussed thoroughly with the exam team. Accordingly, there are 2 points to pay attention to: The requirement to closely follow the previously announced reference exam; the exam is based on testing in all 3 regions.

"This year, the test preparation is not based on the test bank but mainly on expert methods, the test papers have been tested. The test matrix is ​​randomly built during the test preparation process, the software will group topics on a random basis. This is to ensure objectivity in the process of building test questions, making it difficult to predict in advance, requiring students to study for real, take real tests, stop rote learning, guessing in advance, requiring higher classification. However, with the feedback from candidates and some teachers, the Ministry of Education and Training will continue to review and research so that the test preparation work will be done better in the coming years" - Mr. Ha said.

Is there a situation of "giving up and letting go" in the exam marking work?

Some reporters asked whether there is a situation of "giving up and letting go" in the work of grading the 2025 high school graduation exam when from July 1, localities will follow the operating model of the new government, how will the Ministry of Education and Training monitor this?

Regarding this issue, Mr. Huynh Van Chuong said: The change from 3-level government to 2-level government, merging provinces and cities mainly adjusts the personnel at the high level of localities, but there will not be many changes in the exam marking staff. Localities also commit to strictly implementing the regulations during the exam marking process.

Providing more information on this issue, Deputy Minister Pham Ngoc Thuong also said that in the context of the status transition, the Ministry of Education and Training will also strengthen inspection and examination work to ensure that the exam marking process takes place on schedule, seriously, objectively and fairly.

Regarding the exam roadmap for the following years, Deputy Minister Pham Ngoc Thuong said that the high school graduation exam next year will continue to be stable, with changes and adjustments if necessary, mainly to resolve additional issues that still exist this year. Along with that, the entire education sector will prepare human resources and expertise to prepare for the pilot high school graduation exam on computers from 2027.

Regarding this issue, Mr. Nguyen Anh Dung, Deputy Director of the Department of Higher Education, Ministry of Education and Training, said that the current assessments of the difficulty of the exam are not fully grounded, and more data from the high school graduation exam needs to be added. Regarding the university admission regulations in 2025, the regulations will continue to be implemented, especially the conversion of equivalent admission scores between admission methods to ensure fairness for candidates.
