Transfer of 1 million tons of carbon in the North Central region to IBRD

(Chinhphu.vn) - The Government issued Decree No. 261/NQ-CP dated August 29, 2025 on the transfer of remaining greenhouse gas emission reductions in the North Central region for the period 2018 - 2019.

Specifically, the Resolution agrees in principle to allow the transfer of the remaining greenhouse gas emission reduction amount in the North Central region in the period of 2018 - 2019 to the International Bank for Reconstruction and Development (IBRD) of the World Bank (WB) group as proposed by the Ministry of Agriculture and Environment , specifically as follows:

Transfer 1.0 million tons of _CO2 (out of the remaining 5.91 million tons of _CO2 in the North Central region in the period of 2018 - 2019) to the International Bank for Reconstruction and Development, of which about 95% of this transfer will be transferred by the International Bank for Reconstruction and Development to the Ministry of Agriculture and Environment to implement the Nationally Determined Contribution (NDC); The transfer price and the transfer of emission reduction results are implemented according to the North Central Region Greenhouse Gas Emission Reduction Payment Agreement (ERPA) signed on October 22, 2020 between the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) and the International Bank for Reconstruction and Development.

The Ministry of Agriculture and Environment shall carry out relevant procedures to transfer 1.0 million tons _{of CO2} to the International Bank for Reconstruction and Development under the signed ERPA; receive, manage and use the proceeds in accordance with the provisions of Decree No. 107/2022/ND-CP dated December 28, 2022 of the Government on piloting the transfer of emission reduction results and financial management of ERPA and relevant legal provisions.

Relevant ministries and branches, according to their functions and tasks, within the scope of their state management, shall proactively coordinate with the Ministry of Agriculture and Environment to implement this Resolution and Decree No. 107/2022/ND-CP.

The People's Committees of 05 provinces and cities in the North Central region (including Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue) proactively coordinate with the Ministry of Agriculture and Environment to implement this Resolution, organize the implementation of ERPA locally according to the provisions of Decree No. 107/2022/ND-CP.
