Chairman of the Provincial People's Committee Tran Huy Tuan attended the national online conference on adjusting the assignment of social housing completion targets in 2025.

On the afternoon of July 25, 2025, Deputy Prime Minister Tran Hong Ha chaired an online conference to adjust the target for completing social housing in 2025 and the following years until 2030 to supplement the socio-economic development target.

Attending at the Government bridge were: Minister of Construction; Governor of the State Bank of Vietnam; leaders of ministries and ministerial-level agencies: Justice, Finance, Agriculture and Environment, Public Security, National Defense, State Bank of Vietnam; Government Office , Vietnam General Confederation of Labor.

Comrade Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee attended and chaired the conference at the online bridge point of Lao Cai province; leaders of a number of relevant departments and branches also attended.

According to the report of the Ministry of Construction , the results of the implementation of the Project of 1 million social housing apartments, up to now, the whole country has 692 social housing projects being implemented with a scale of 633,559 apartments, of which: 146 projects have been completed, with a scale of 103,717 apartments; 124 projects have started construction, are being implemented with a scale of 111,622 apartments; 422 projects have been approved for investment policy, with a scale of 418,220 apartments. Thus, the number of projects completed, started construction, approved for investment policy by 2025 reached 59.6% compared to the target set in the Project (investment in construction of about 1,062,200 apartments).

Regarding the results of the implementation of the target of completing social housing in the first 7 months of 2025. As of July 15, 2025, the whole country has completed 36,962/100,275 units (reaching 37%); investing in the construction of 111,622 units, of which the possibility of completion in 2025 is 74,021/100,275 units (reaching about 74%); 27 projects with a scale of 24,232 units have been started (equivalent to 95.4% of the number of apartments started in 2024).

In the first 7 months of 2025, localities have completed over 50% of assigned targets, including: Bac Ninh, Quang Ninh, Nghe An, Lao Cai.

Localities capable of completing over 50% of the target include: Hanoi, Ho Chi Minh City, Da Nang, Phu Tho, Ninh Binh, Khanh Hoa, Dak Lak, Dong Nai, Dong Thap, An Giang, Ca Mau...

Some localities have not had any projects started or invested in construction, including: Cao Bang, Son La, Dien Bien, Lai Chau, Ha Tinh.

In the last 5 months of 2025, the Ministry of Construction will continue to implement the tasks and solutions stated in Decision No. 338/QD-TTg dated April 3, 2023; Notices No. 120/TB-VPCP dated March 18, 2025, Notice No. 320/TB-VPCP dated June 25, 2025 of the Government Office announcing the Prime Minister's Conclusion at the National Conferences on Social Housing Development.

At the conference, local leaders reported on the progress and results of implementing social housing development policies in the first 7 months of 2025, and proposed tasks for the last 5 months of 2025.

In Lao Cai province, 3 social housing projects are being implemented with a total of 3,685 social housing units (equal to 44% of the project target), specifically: Social housing project for low-income people in the Northwest reserve area in Sa Pa town; Social housing project in the residential area adjacent to the extended B6 road, Bac Lenh ward, Lao Cai city; Social housing project on the left bank of the Red River, Van Hoa commune, Lao Cai city.

The province strives to complete about 1,580/3,685 units by the end of 2025 (Social housing for low-income people in the Northwest reserve area in Sa Pa town 182/736 units; Social housing project in the residential area adjacent to B6 extension, Bac Lenh ward 638/2,189 units and Social housing project on the left bank of the Red River, Van Hoa commune, Lao Cai city 760/760 units).

In the last 5 months of 2025, Lao Cai province strives to prepare to start construction of 5 more social housing projects with a total of about 3,013 apartments, land area of 10.26 hectares, including: Lam Vien Apartment Complex Social Housing Project, Cam Duong Ward; Dien Bien Street Social Housing Project, Lao Cai Ward; Cam Duong Ward Social Housing Project; Binh Minh Tay Bac Social Housing Project; Yen Bai Ward Social Housing Project.

Concluding the conference, Deputy Prime Minister Tran Hong Ha said that housing demand is an essential need, striving to exceed the target of developing social housing. Regarding the Government Resolution 2025 on social housing, in 2025, many localities have not completed the target, assigning the Ministry of Construction and localities to review the data and documents of social housing registration, and have a report explaining and proposing.

Propose that the Ministry of Construction and localities study Decree 192 and Resolution 201, consider and propose solutions to be able to deploy and start the number of apartments and projects in 2025 and 2026, and register the project commencement date. Before July 30, 2025, localities must complete the registration of the number of apartments and projects that have been completed and started.
