Also attending the congress were comrades in the Provincial Party Committee Standing Committee; representatives of specialized agencies advising and assisting the Provincial Party Committee; the Provincial People's Committee Office; former leaders of Duc Co district (old) through the periods; and 159 delegates representing 235 party members from 15 party organizations in the entire Party Committee.

Duc Co Commune was established on the basis of merging Ia Krieng Commune and Chu Ty Town. During the 2020-2025 term, the implementation of the Resolution of the Party Congress of the two communes and towns before the merger achieved important results. Party building and political system work were strengthened; the organizational apparatus was consolidated and streamlined.
Specifically, the Chu Ty Town Party Committee has achieved and exceeded 21/22 targets set out in the resolution. The economic structure has shifted in the right direction with the proportion of agriculture, forestry and fishery accounting for 15.54%; industry and construction accounting for 25.98%; trade and services accounting for 58.48%.
Average income per capita is estimated at 65 million VND/year; the average annual increase in local budget revenue is estimated at 16.55%; the poverty rate is estimated to decrease to 0.38% by the end of 2025; the health insurance coverage rate is estimated at 98%. The rate of party cells completing their tasks well each year is 86%.
During the term, the Ia Krieng Commune Party Committee achieved and exceeded 22/23 targets set out in the resolution. Of which, the average income per capita is estimated at 42.3 million VND/year; the average annual budget revenue increase rate in the area is 1.5%; the annual poverty reduction rate is 3.2%; the health insurance participation rate is 100%. The annual rate of Party cells completing their tasks well is 83.33%; the annual rate of new Party members admitted/total Party members at the beginning of the term is 3.53%.
At the Congress, delegates focused on discussions, contributed many enthusiastic opinions and agreed on general goals for the 2025-2030 term. Accordingly, the Congress approved 18 main targets; in which, the growth rate of product value reached 10.6%; average income per capita by 2030 reached 105 million VND; total budget revenue by 2030 reached 49.8 billion VND...
To achieve the above targets, the Congress set out 5 key tasks, 3 breakthroughs and main groups of solutions for the 2025-2030 term.
Speaking at the Congress, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Pham Anh Tuan acknowledged and commended the results that the locality has achieved in recent times, especially in the field of national defense and security.
The Chairman of the Provincial People's Committee emphasized: Duc Co has an important strategic position. Therefore, the commune must become the center of the region, taking the Le Thanh International Border Gate Economic Zone as the focal point of development. The local government apparatus must fundamentally change its awareness, must identify itself as a creative government, creating favorable conditions for the people, proactively reaching out to the people and businesses.
Comrade Pham Anh Tuan also said that Duc Co has a high proportion of ethnic minorities, so people must trust the government; and the government must help people get rich and stabilize their lives; thereby contributing to ensuring national security and defense.
Not only stopping at the growth targets set at the Congress, the Chairman of the Provincial People's Committee requested the commune to be determined to grow even stronger in the coming time. In particular, focusing on converting the crop structure to build a large raw material area associated with the development of processing industry, trade and services; carefully doing the planning problem; paying attention to environmental protection, especially the collection of household waste, because "clean" is an important factor to attract investment and develop tourism.
Duc Co also needs to identify the causes, from which there are fundamental solutions to reduce poverty, especially in ethnic minority areas. Further promote digital transformation at the local level, especially at the Public Administration Service Center; effectively implement national target programs; develop the economy closely linked to ensuring security and defense; and do a good job in foreign affairs.
At the same time, continue to build a clean and strong Party organization; leaders must set an example; arrange cadre positions according to their abilities. Innovate and improve the quality of Party cell activities to closely follow the actual situation; each quarter there must be specialized activities.
The Congress announced the decision of the Provincial Party Standing Committee to appoint the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Duc Co Commune Party Committee for the 2025-2030 term. Accordingly, the Commune Party Executive Committee consists of 24 comrades; Comrade Pham Van Cuong was appointed to hold the position of Commune Party Secretary.
