Supplementing many policies for supporting industry development from September 1, 2025

New functions, tasks and powers of national universities from September 2025

The Government issued Decree No. 201/2025/ND-CP dated July 11, 2025, stipulating the functions, tasks and powers of national universities. This Decree takes effect from September 1, 2025; replacing Decree No. 186/2013/ND-CP dated November 17, 2013 of the Government on national universities.

Decree 201/2025/ND-CP stipulates that national universities are public higher education institutions managed by the Ministry of Education and Training , have legal status, have their own accounts and use seals with the national emblem.

National universities have the function of training at all levels of higher education , scientific research and high-quality multidisciplinary and multi-field technology transfer; some training fields are leading in the country and highly ranked in the world.

National universities are under the state management of the Ministry of Education and Training, the Ministry of Science and Technology, other ministries, branches and People's Committees at all levels where the national universities are located according to the provisions of law.

The above Decree takes effect from September 1, 2025.

Supplementing many policies for supporting industry development from September 1, 2025

The Government issued Decree No. 205/2025/ND-CP dated July 14, 2025 amending and supplementing a number of articles of Decree No. 111/2015/ND-CP dated November 3, 2015 of the Government on the development of supporting industries. Decree No. 205/2025/ND-CP takes effect from September 1, 2025.

Decree 205/2025/ND-CP amending and supplementing a number of points and clauses of Article 5 on policies to support technology application and transfer for the production of supporting industrial products.

Accordingly, organizations and individuals conducting applied research, technology transfer, innovation and improvement activities to produce supporting industrial products in the List of supporting industrial products prioritized for development are entitled to incentives and support from the National Technology Innovation Fund, the National Science and Technology Development Fund, the National High-Tech Development Program, incentives and support for technology transfer and other incentives and support according to current regulations...

Can contribute capital to creative startup investment funds using intellectual property rights, technology, and technical know-how from September 15, 2025

The Government issued Decree No. 210/2025/ND-CP dated July 21, 2025. In particular, Decree No. 210/2025/ND-CP amends Article 5 of Decree No. 38/2018/ND-CP on the Innovative Startup Investment Fund in the direction of expanding a number of conditions such as: Type of contributed capital (additional capital contribution by intellectual property rights, technology, technical know-how) and investment forms (convertible instruments, stock purchase rights); at the same time, clearer and stricter regulations on the use of idle capital and investments in credit institutions.

Specifically, Decree No. 210/2025/ND-CP clearly states: The creative startup investment fund has no legal status, with from 02 to a maximum of 30 investors contributing capital to establish on the basis of the fund's Charter. The creative startup investment fund is not allowed to contribute capital to other creative startup investment funds.

Contributed capital can be in Vietnamese Dong, land use rights, intellectual property rights, technology, technical know-how and other assets that can be valued in Vietnamese Dong.

The above Decree takes effect from September 15, 2025.

Conditions for granting a Business License for civil cryptographic products and services from September 9, 2025

The Government issued Decree No. 211/2025/ND-CP dated July 25, 2025; which regulates the trading of civil cryptographic products and services and the export and import of civil cryptographic products.

Decree 211/2025/ND-CP stipulates that enterprises are granted a License to trade in civil cryptographic products and services when they meet all the conditions specified in Clause 2, Article 31 of the Law on Network Information Security:

a- Have a management, operation and technical team that meets professional requirements on information security and safety;

b- Have a system of equipment and facilities suitable for the scale of providing civil cryptographic products and services;

c- Have technical solutions in accordance with technical standards and regulations;

d- Have a plan to secure and protect network information during the process of managing and providing civil cryptographic products and services;

d- Have a suitable business plan.

Regime and policies for forces managing and protecting national defense works and military zones

The Government issued Decree No. 213/2025/ND-CP dated July 30, 2025. In particular, the Decree stipulates the regime and policies for the force managing and protecting national defense works and military zones.

Specifically, the Decree stipulates allowances for working days and meals for individuals mobilized to participate in activities to protect national defense works and military zones as follows:

The daily labor allowance is equal to the allowance for maritime militia on duty to protect islands and sea areas.

The food allowance is equal to the basic food allowance of non-commissioned officers and infantry soldiers on active duty in the Vietnam People's Army.

The above Decree takes effect from September 15, 2025.

From September 25, new regulations on teaching and learning in foreign languages will apply.

The Government issued Decree No. 222/2025/ND-CP dated August 8, 2025 regulating teaching and learning in foreign languages in educational institutions, effective from September 25, 2025.

In particular, the Decree specifies detailed requirements on expertise, professionalism and foreign language proficiency for teachers.

Accordingly, teachers must meet the requirements on expertise, professional skills, training and fostering levels according to regulations for each level of education and training level.

Regarding foreign language proficiency, primary and secondary school teachers must have a minimum foreign language proficiency of level 4 according to the 6-level foreign language proficiency framework for Vietnam or equivalent; high school teachers must have a minimum foreign language proficiency of level 5.

Teachers of vocational education levels must have a minimum foreign language proficiency level 5.

Lecturers teaching at university levels must have foreign language proficiency that meets the teaching requirements of the training program, at least level 5.

The Decree also stipulates: People who have received full-time university, master's, or doctoral training abroad with a foreign language as the language of instruction and have a recognized diploma according to regulations or a bachelor's degree in foreign languages or foreign language pedagogy in Vietnam are exempted from foreign language proficiency requirements.

Regulations on requirements for driving learners from September 1, 2025

On June 30, 2025, the Minister of Construction issued Circular 14/2025/TT-BXD regulating driver training; training, testing, and granting certificates of training in road traffic law knowledge.

Circular stipulating requirements for driving learners from September 1, 2025 as follows:

- Are Vietnamese citizens, foreigners permitted to reside or are working or studying in Vietnam.

- Learners who want to upgrade their driving license must comply with the regulations in Clause 4, Article 60 of the Law on Road Traffic Order and Safety; in which, the safe driving time for each driving license class is specifically regulated as follows:

+ Class B to C1, B to C, B to D1, B to BE, C1 to C, C1 to D1, C1 to D2, C1 to C1E, C to D1, C to D2, D1 to D2, D1 to D, D1 to D1E, D2 to D, D2 to D2E, D to DE: safe driving time from 02 years or more;

+ Class B to D2, C to CE, C to D: safe driving time from 03 years or more.

- People who already have a Class B driving license with automatic transmission can register to study to get a new Class B driving license with mechanical transmission (manual transmission), people who already have a Class B driving license can register to study to get a new Class C1 driving license according to regulations; the learner's driving record is implemented according to regulations in Clause 1, Article 14 of Circular 14.

From September 15, 2025, the State Bank tightens capital safety ratio

The State Bank has issued Circular 14/2025/TT-NHNN regulating capital adequacy ratios for commercial banks and foreign bank branches, effective from September 15, 2025.

According to regulations, banks must maintain at least: Core capital ratio of 4.5%, Tier 1 capital ratio of 6% and Capital adequacy ratio (CAR) of 8%. For banks with subsidiaries, in addition to individual requirements, they must also ensure the consolidated ratio.

The circular also adds a capital conservation buffer (CCB) and a countercyclical capital buffer (CCyB), requiring banks to gradually increase their capital reserves from 0.625% in the first year to 2.5% in the fourth year, thereby raising the CAR to a minimum of 10.5%. Banks are only entitled to profit sharing when they fully meet these ratios.

In particular, the State Bank has the right to require banks to maintain a higher ratio if risks are detected, in order to ensure operational safety and the national financial system. The new regulation is expected to promote transparency, strengthen market confidence and support sustainable growth.
