Nghe An authorities and people are racing against time to reinforce their houses and prepare for floods and landslides.

In anticipation of being in the affected area of storm No. 3, officials and authorities of wards and communes in Nghe An have gone to the field to inspect and propagate to people to reinforce their houses and boats; directed to prepare response plans for floods, landslides and to evacuate people when necessary.

Plan to relocate people

In Tan Mai ward, immediately after the Government held an online meeting on storm prevention No. 3, the People's Committee of Tan Mai ward deployed work contents through meetings with villages and hamlets; established working groups to inspect weak points and locations at high risk of flooding and landslides to direct timely response measures.

Ms. Nguyen Thi Xuan in Block 14, Tan Mai Ward (former Quynh Xuan Ward) said that on the morning of July 21, there was scattered rain and signs of the rain getting heavier. However, since yesterday afternoon (July 20), the hamlet and ward committees have informed people to brace their houses and trim tree branches to limit damage when storm No. 3 hits.

Mr. Nguyen Minh Tuan - Vice Chairman of Tan Mai Ward People's Committee said that the ward has a fairly large area of over 751km2 and more than 33,500 people who both produce agriculture and work in fishing and fishing logistics. On the afternoon of July 21, working groups of the ward People's Committee visited villages and hamlets in the old communes of Quynh Di, Quynh Lap, and Quynh Loc to grasp the actual situation.

At the above locations, there are some residential areas and infrastructure works at risk of flooding and landslides; some degraded irrigation canal systems also pose a risk of water flow blockage when there is heavy rain... In particular, there are some households in the mountainous area of the old Quynh Lap currently located on high hills with subsidence. Upon inspection, the Ward People's Committee has directed the use of tarpaulins to prevent water from seeping into the ground and arranged a plan to relocate these households when there is a risk of landslides.

Major Nguyen Canh Sy - Political Commissar of Quynh Phuong Border Guard Station said that in order to promptly respond to storm No. 3 (WIPHA), from 20-21, Quynh Phuong Border Guard Station has actively and proactively developed response plans, determined to ensure the safety of people's lives and property. The unit has deployed 03 working groups directly to the area (Quynh Mai and Tan Mai wards) to propagate and mobilize fishermen to strictly comply with instructions on storm prevention and control; support fishermen to urgently move 100% of their vehicles to safe shelters.

In Quynh Phu commune (merged An Hoa, Phu Nghia, Thuan Long and Van Hai communes of the old Quynh Luu district), currently 761/768 vehicles have returned to the locality and are safely anchored at the two ports of Lach Thoi and Lach Quen of the commune. The remaining 7 ships have also docked at other safe shelters outside the area.

According to preliminary statistics, the entire Quynh Phu commune has 521 households with 1,806 people at risk of having to relocate, including 252 elderly people, 565 children and 989 people of working age.

In Cua Lo ward and Trung Loc commune, the reporter's records on the afternoon of July 21 showed that the villages and hamlets had basically completed the work of calling on boats to come ashore; and securing houses in households near the coastal area. In Cua Lo ward, the authorities continued to remind residents and tourists not to swim in the sea. Despite the rain, environmental sanitation workers still took the opportunity to clear up trash and clean the beach in anticipation of heavy rain on the night of July 21 and the following days.

Local leaders directly direct response work.

In recent days, especially this morning (July 21), after receiving the telegram banning the sea from the People's Committee of Nghe An province, the leaders of Quynh Phu commune People's Committee established 2 inspection teams to coordinate with Quynh Thuan Border Guard Station to visit the moorings, propagate and remind fishermen to strictly comply with the ban on the sea, ensuring the safety of life and property from the impact of storm No. 3.

At the same time, they surveyed key points and areas at risk of landslides in the area such as: drainage systems in Nam Tien, Bac Loi, Tan An, Tan Thanh villages; power lines and poles in Bac Loi and But Linh villages; and oyster cage areas on Mai Giang River. In particular, the commune leaders inspected the boat mooring areas at Lach Quen and Lach Thoi fishing ports - where a large number of local fishermen's fishing boats are concentrated.

Forces such as militia, commune police, and disaster prevention teams are deployed 24/7 to be ready to respond when situations arise. At the same time, the “4 on-site” plan including on-site command, on-site forces, on-site means and supplies, and on-site logistics is fully activated.

Mr. Ho Van Thanh - Chairman of Quynh Phu Commune People's Committee said that the locality is also facing some difficulties when many weak constructions are in a state of disrepair, potentially causing safety risks during the rainy and stormy season. Specifically, the sea dyke and culvert systems in the villages of Thanh Cong, Minh Thanh, Phu Lien, Cong Hoa (in Quynh Long commune before the merger) are currently damaged and need to be urgently repaired and reinforced in a timely manner to ensure drainage and safety in preventing and combating natural disasters.

In other localities in coastal and mountainous areas, government officials are also working hard to guide people to implement measures to prevent heavy rain, flooding and landslides, such as in the communes of Hai Chau (merging Dien Hoang, Dien Kim, Dien My and Hung Hai communes of the old Dien Chau district); Quynh Anh commune (Minh Luong, Quynh Bang, Quynh Doi, Quynh Thanh and Quynh Yen of Quynh Luu district); Tri Le commune (Nam Nhoong and Tri Le, old Que Phong district); Nghia Dong commune (Nghia Hop, Nghia Dong of the old Tan Ky district), etc.

In Tri Le commune, the rains caused landslides on some inter-village roads, flooded many crop areas and blew off roofs in villages and hamlets. On July 20-21, the People's Committee of Tri Le commune established working groups to go to each village to inspect the damage, mobilized militia, youth union members and local people to participate in cleaning up, clearing the flow, and supporting affected households. At the same time, continue to closely monitor weather developments and proactively develop disaster response plans.

Currently, in localities, on-duty forces are required to strictly implement the "4 on-site" motto, ready to coordinate with relevant units in rescue work when requested.
