Standing member of the Secretariat Tran Cam Tu has just signed and issued Directive No. 48 of the Secretariat on leading the Vietnam Fatherland Front (VFF) Congress and socio -political organizations at all levels towards the National Congress of the Vietnam Fatherland Front for the 2026-2031 term.
The Directive stated that in order for the Congress of the Vietnam Fatherland Front, socio-political organizations and mass organizations assigned tasks by the Party and the State at all levels to achieve good results, the Secretariat requested Party committees and organizations at all levels to continue to thoroughly grasp and effectively implement the Party's guidelines and policies and the State's policies and laws on mass mobilization work.
In addition, the Secretariat also noted the need to raise awareness and responsibility of Party committees at all levels, authorities and people about the core political role of the Vietnam Fatherland Front and socio-political organizations.
At the same time, build the Vietnam Fatherland Front to truly be a political alliance, a voluntary union of political organizations, socio-political organizations, social organizations and typical individuals in social classes, strata, ethnic groups, religions, Vietnamese people residing abroad...

According to the directive, the Vietnam Fatherland Front Congress will be held after the Party Congress at the same level; the commune level will be completed before October 31; the provincial level will be completed before December 31. The congresses of socio-political organizations will be held immediately after the Vietnam Fatherland Front Congress at the same level.
The National Congress of the Vietnam Fatherland Front for the 2026-2031 term will be completed in May 2026; the National Congress of socio-political organizations will be completed in June 2026.
The Secretariat requested careful preparation of documents for submission to congresses at all levels. The political report must ensure continuity and development; affirm the results achieved, clearly point out the shortcomings, limitations, shortcomings and causes, and draw lessons.
The Secretariat noted that it is important to identify directions, goals, key tasks, and specific, practical, feasible, and breakthrough solutions; to overcome limitations and shortcomings in social supervision and criticism, and in grasping the people's situation.
The amendment and supplementation of the Charter of the Vietnam Fatherland Front, the charters of socio-political organizations, and the charters of mass associations must closely follow the Party's policies and guidelines, the State's laws, and functions and tasks, ensuring conformity with the new government model...
Prepare well for human resources work
The Secretariat also requested leaders and directors to prepare well for personnel work, ensuring comprehensive, direct, and regular leadership of Party committees and organizations, in accordance with the regulations of the Party, the State, the Charter of the Vietnam Fatherland Front, the charters of socio-political organizations, and mass associations.
Building the Vietnam Fatherland Front Committees at all levels for the new term to truly be the center of the great solidarity bloc, with innovative thinking and organizational and implementation capacity; ensuring inheritance and development; strengthening important areas and fields; having appropriate structures and proportions of non-Party members, ethnic minorities, religious people, intellectuals, artists, scientists , businessmen, outstanding individuals in the country and overseas Vietnamese.
For provinces and cities with 3 or more deputy secretaries, assign and introduce 1 person to be elected as Chairman of the Vietnam Fatherland Front Committee, and 1 member of the Standing Committee as Permanent Vice Chairman of the Vietnam Fatherland Front Committee.
For provinces and cities that arrange 2 deputy secretaries, assign and introduce members of the Standing Committee to be elected as Chairman of the Vietnam Fatherland Front Committee.
The Secretariat emphasized the need to focus on discovering and introducing capable, prestigious, dedicated, and responsible people to participate in the Vietnam Fatherland Front Committee, executive committees of socio-political organizations, and mass organizations at all levels.
Party committees at all levels thoroughly grasp and seriously implement the Central's direction, assign and introduce secretaries or deputy secretaries of Party committees to participate in the Vietnam Fatherland Front Committee at the same level; assign personnel of Party committee members at the same level to be heads of socio-political organizations.
The Secretariat's directive also clearly states the number of members of the Vietnam Fatherland Front Committee at all levels: Central level 400 - 500 people, provincial level 90 - 120 people, commune level 50 - 70 people. Some large and specific areas follow the instructions of the Standing Committee of the Central Committee of the Vietnam Fatherland Front.
