The Government Office has just issued Official Dispatch No. 5571/VPCP - CN to the Minister of Construction and the Chairman of the People's Committee of Thai Nguyen province to convey the direction of Deputy Prime Minister Tran Hong Ha on the investment plan to build the CT.7 Expressway Completion Project, Hanoi - Thai Nguyen section under the PPP method.
According to the Deputy Prime Minister , Clause 3, Article 5 of the PPP Law stipulates: "In case the project is under the management of many competent agencies specified in Clause 1 of this Article or in case of change of competent agency, these agencies shall report to the Prime Minister to decide to assign one agency as competent agency".
Clause 1, Article 13 of the Government's Working Regulations issued together with Decree No. 39/2022/ND-CP dated June 18, 2022 stipulates: "The dossier submitted to the Government, the Government Standing Committee, and the Prime Minister must be within the competence of the Government, the Government Standing Committee, and the Prime Minister; clearly state the content of the submitted issue, the basis for competence, political and legal basis, practice, opinions of relevant ministries, agencies, and localities, and clearly propose and recommend solutions and measures;...".
To implement the above regulations, the Deputy Prime Minister assigned the Ministry of Construction to urgently preside over and coordinate with the People's Committee of Thai Nguyen province and relevant agencies to unify the investment plan to complete the construction of the CT.7 expressway, Hanoi - Thai Nguyen section under the PPP form, in which it is necessary to review new regulations on decentralization and delegation in the field of state management of the Ministry of Construction in Decree No. 144/2025/ND-CP dated June 12, 2025 of the Government, synthesize, propose and report to the Prime Minister before June 25, 2025.
Previously, in early June 2025, the Ministry of Construction sent an official dispatch to Deputy Prime Minister Tran Hong Ha regarding the investment plan to complete the construction of the CT.07 expressway, Hanoi - Thai Nguyen section, under the PPP form.
In order to soon complete the synchronous and effective exploitation of the Hanoi - Thai Nguyen - Bac Kan section of the CT.07 expressway, and to strengthen decentralization and delegation of authority, the Ministry of Construction recommends that the Government leaders consider and unify the proposals for expanding investment in the Hanoi - Thai Nguyen - Cho Moi expressway mentioned above and assign the People's Committee of Thai Nguyen province as the competent authority to organize the implementation according to the provisions of Article 5 of the PPP Law.
"In case the People's Committee of Thai Nguyen province acts as the competent authority, the Ministry of Construction will coordinate with the locality to implement procedures related to assets and projects according to regulations," the Ministry of Construction's official dispatch stated.
The Ministry of Construction said that according to the road network planning for the period 2021 - 2030, with a vision to 2050, the Hanoi - Thai Nguyen - Bac Kan - Cao Bang expressway (CT.07) is about 227 km long, with a scale of 4 - 6 lanes, and an investment roadmap before 2030. In terms of scale, the Hanoi - Thai Nguyen section has a scale of 6 lanes; the Thai Nguyen - Bac Kan - Cao Bang section has a scale of 4 lanes.
Meanwhile, this route currently has a scale of 2 - 4 lanes, so upgrading and expanding to reach the planned scale is appropriate and reasonable.
It is known that Phuong Thanh Transport Investment and Construction Joint Stock Company is the only unit proposing to implement the Hanoi - Thai Nguyen Expressway Construction Investment Project under the PPP method with 2 options.
With option 1 , Phuong Thanh Transport Investment and Construction Joint Stock Company proposed to invest in the construction of the Hanoi - Thai Nguyen section, from the Ring Road III intersection to Tan Long intersection, the route length is about 63.76 km, the design speed is 100 km/h, the preliminary total investment is about 6,790 billion VND, the state does not participate in supporting investment capital.
With option 2 , Phuong Thanh Transport Investment and Construction Joint Stock Company proposed to invest in the construction of the Hanoi - Thai Nguyen - Cho Moi section, with a route length of about 100.69 km, and a design speed of 80 - 100 km/h. The investment progress is divided into two phases. Phase 1, implementing the investment to expand the Hanoi - Thai Nguyen section from the intersection with Ring Road III to Tan Long intersection, with a scale of 6 lanes, to be completed in 2027.
Phase 2, implementing investment to expand the Thai Nguyen - Cho Moi section (coinciding with the BOT project), scale of 4 lanes, completed in 2029; preliminary total investment is about 16,789 billion VND, expected state support capital is about 5,363 billion VND.
