Pursuant to Decision No. 2019/QD-BTC dated June 11, 2025 of the Minister of Finance amending and supplementing the regulations on functions, tasks, powers and organizational structure of the Customs Department, after being established, the Regional Customs Branch XVI is headquartered in Cao Bang province, performing the task of managing the two provinces of Cao Bang and Tuyen Quang. The new organizational structure of the Branch includes 6 departments and teams; 9 border gate customs units (BOCs), outside the border gates, including: Ta Lung BOC, Tra Linh International BOC, Soc Giang BOC, Po Peo BOC, Ly Van BOC (Cao Bang province); Thanh Thuy International BOC, Xin Man BOC, Sam Pun BOC, Tuyen Quang Customs (Tuyen Quang province).
According to Nguyen Trung Hai, Head of the Regional Customs Branch XVI, although the process of converting the organizational model and changing the management area encountered many difficulties, with the spirit of solidarity, unanimity and high determination, the collective of cadres, civil servants and employees of the unit promptly overcame the difficulties, stabilized the organization, and effectively implemented the tasks right from the first day of operation. To ensure that the new apparatus came into operation as soon as it was established, the Branch promptly assigned tasks to the Board of Directors, issued working regulations, and developed a plan to receive and hand over work, documents and equipment and assets according to the new organizational model. At the same time, it directed and operated the implementation of the tasks of collecting the State budget, customs inspection, supervision, control, internal management, etc., especially, not interrupting the import-export activities of enterprises in the area.
Right in the first month of official operation, impressive results were recorded when budget revenue continued to increase; import and export activities took place smoothly; smuggling, trade fraud, illegal transportation of goods across the border did not arise hot spots, prominent and complicated cases... Import and export activities through border gates in the area managed by the Sub-Department took place at the border gates: Ta Lung, Tra Linh, Soc Giang, Thanh Thuy and Tuyen Quang Customs, the main export items were agricultural products, ores, garments, electronic components, wood products, unrefined lead...; The main imported items are automobiles, auto parts and components, consumer goods, machinery and equipment, aluminum alloys, agricultural products, etc. By the end of July 2025, the total state budget revenue of the Department reached 1,816 billion VND, an increase of 115% over the same period in 2024 and 195% of the assigned budget target. Of which, Cao Bang collected 1,630 billion VND, an increase of 137% over the same period in 2024, reaching 240% of the target assigned by the Provincial People's Committee.
As a large border gate located in the province, the import-export tax revenue of Ta Lung Border Gate Customs accounts for nearly 60% of the budget revenue of the Branch. The unit closely follows the program and plan of the Customs Department, the Regional Customs Branch XVI, thereby building a work program close to the actual situation of the unit and the locality, promptly implementing directives from superiors related to the field of state management activities on Customs; actively implementing solutions to prevent tax loss, collect tax debts, strictly manage import-export goods, vehicles and people entering and exiting the country; strengthening control against smuggling and trade fraud; promoting administrative procedure reform, customs modernization; maintaining discipline and administrative discipline.
In the last months of the year, import and export activities through the area are forecasted to have no significant fluctuations, import and export goods are mainly traditional goods. To fulfill the assigned political tasks, Head of the Regional Customs Branch XVI Nguyen Trung Hai said: The Branch will focus on seriously implementing the proposed solutions to increase budget revenue, develop detailed plans, assign specific tasks to implementing units to strive to complete the targets. Regularly inspect and review revenue sources, maintain stability of traditional revenue sources, search for, attract and effectively exploit new revenue sources both inside and outside the province. Continue to strengthen customs management of import and export goods, transport under customs supervision and gathering locations, bonded warehouses in the area. Effectively deploy digital Customs models, Smart Customs and professional software of the industry according to the roadmap of the Customs Department. Strengthen the fight against smuggling and trade fraud, ensure good control of the area, and prevent complicated incidents from occurring. Carry out well the work of building forces, maintaining discipline and order. Develop human resources to meet the requirements of Customs modernization, towards digital customs and smart customs.
