Proposal to transfer construction volume, bringing 2 key projects to the "finish line"

The investor proposed to transfer the construction volume among contractors in the bidding packages of Component Project 1, Bien Hoa - Vung Tau Expressway Project and Component Project 3, Ring Road 3 - Ho Chi Minh City Project to complete the technical traffic opening target before December 19, 2025.

Progress is still slow

Component 1 of the Bien Hoa - Vung Tau Expressway Project through the province has a total route length of about 16km. Currently, there are 8 main contractors and 1 subcontractor participating in the construction of 2 construction packages of the project.

According to the Provincial Construction Investment Project Management Board, the total construction output of the project is currently nearly VND1.2 trillion, reaching more than 47% of the signed contract value, 11% behind schedule. Of which, construction package No. 18, the current construction output is more than VND515 billion, reaching nearly 41% of the contract value, 14% behind schedule. With construction package No. 21, the current construction output is about VND667 billion, reaching nearly 59% of the signed contract value and 8% behind schedule.

Nguyen Linh, Deputy Director of the Provincial Construction Investment Project Management Board, said: In the past, to ensure the technical traffic progress of the project before December 19, 2025, the unit regularly inspected, urged, and reminded contractors to speed up construction to compensate for the delayed progress of the project. Many contractors have therefore made strong changes in construction work. However, some contractors, despite being reminded many times, still have slow construction progress.

“Specifically, in the case of Hoa Binh 479 Joint Stock Company, the contractor of construction package No. 18, the Provincial Construction Investment Project Management Board has issued many written reminders and 2 notices of contract progress violations, but in the past 90 days, progress is still slow. The contractor has continuously failed to ensure the construction plan by day, week and month,” said Mr. Nguyen Linh.

In addition, currently, the construction progress of the contractor Hai Dang Joint Stock Company in construction package No. 21 is also very slow and there is a risk that the volume will not be completed before December 19, 2025.

Regarding Component Project 3, Ring Road 3 Project - Ho Chi Minh City, according to the Provincial Construction Investment Project Management Board, there is currently a subcontractor, Hoang Thanh Investment and Trading Joint Stock Company, which is also behind schedule.

According to the Provincial Construction Investment Project Management Board, of the 5 construction packages of Component Project 1, Bien Hoa - Vung Tau Expressway and Component Project 3, Ring Road 3 - Ho Chi Minh City, currently only package 32, Component Project 3, Ring Road 3 - Ho Chi Minh City is ahead of schedule.

Transferring construction volume of contractors is slow.

According to the Provincial Construction Investment Project Management Board, to ensure the completion of the technical traffic opening target of the projects before December 19, 2025, it is necessary to transfer the construction volume of slow contractors to other contractors in the consortium.

Specifically, according to Mr. Nguyen Linh, the Provincial Construction Investment Project Management Board proposed transferring the remaining volume of Hoang Thanh Investment and Trading Joint Stock Company to the contractor Tan Nam Construction Joint Stock Company to ensure project progress.

For Component Project 1, Bien Hoa - Vung Tau Expressway Project, the Provincial Construction Investment Project Management Board proposed to transfer the construction volume of 2 bridges on the route from the contractor 479 Hoa Binh Joint Stock Company to Trung Nam Construction and Installation Joint Stock Company.

Regarding the contractor Hai Dang Joint Stock Company, the Provincial Construction Investment Project Management Board proposed that this contractor continue to implement the construction of the approximately 1.7km section of the route that has completed the roadbed. For the remaining approximately 1.4km section, it will be transferred to the contractor Construction Corporation No. 1 (CC1) for implementation.

In addition, the Provincial Construction Investment Project Management Board also proposed transferring some volumes of slow-performing contractors to other contractors in the consortium with good construction capacity such as: Lizen Joint Stock Company, 368 Construction Joint Stock Company, Cuong Thuan IDICO Development Investment Joint Stock Company to ensure progress.

According to Director of the Department of Construction Nguyen Anh Tuan, currently, rainy weather is affecting the progress of construction projects. Therefore, to complete the goal of technical traffic opening of projects before December 19, 2025, investors and contractors need to re-establish the progress chart. In particular, the completion time must be set about a week earlier than the above time to have time to reserve for other factors affecting the construction.

On August 27, at the meeting to review the progress of the two above-mentioned projects, Mr. Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, agreed to assign the Provincial Construction Investment Project Management Board to review relevant regulations and adjust the construction volume of slow-performing contractors to ensure the completion of the projects. The goal is to technically open the two projects to traffic before December 19, 2025 as requested by the Prime Minister .
