Questioning to find solutions for private economic development, solving the problem of extra teaching and learning

Today, Minister of Finance Nguyen Van Thang and Minister of Education and Training Nguyen Kim Son will answer questions from National Assembly deputies on two groups of issues of the industry.

The questioning session will last for 1.5 days, starting from this morning until tomorrow morning.

According to the program, Minister Nguyen Van Thang was the first person to answer questions about the financial sector.

Private economy is large but not strong

Specifically, delegates will question solutions related to financial work for socio-economic development, ensuring growth targets, renewing traditional growth drivers, and establishing and promoting new growth drivers.

In addition, delegates will ask questions about solutions to improve the operational efficiency of state-owned enterprises; solutions to support and promote the development of the private economy into the most important driving force of the economy; solutions to boost the attraction of foreign direct investment (FDI); mechanisms and policies to promote, attract investment, and develop industrial parks and economic zones.

In addition to Finance Minister Nguyen Van Thang, who will answer questions, Deputy Prime Minister Ho Duc Phoc, Deputy Prime Minister Nguyen Chi Dung, and the Ministers of Industry and Trade, Agriculture and Environment, Construction, Science and Technology, and Foreign Affairs will also participate in answering questions and explaining related issues.

Reporting on some related issues before the question-and-answer session, Minister Nguyen Van Thang said that the current state of the private economy is still “large but not strong”. Nearly 98% of enterprises are micro, small and medium-sized, with limited competitiveness, labor productivity and management skills. The recent rapid increase in the rate of enterprises withdrawing from the market reflects internal difficulties and impacts from the business environment.

The main cause of these limitations lies in the “bottlenecks of bottlenecks” which are institutions and policies. Therefore, to bring the private economy to a new level, meeting the strategic goal of making Vietnam a developed, high-income country by 2045, a system of synchronous and drastic solutions is needed.

That is institutional reform and changing the mindset from management to service, eliminating the mechanism of asking and giving, cutting at least 30% of the time and cost of complying with administrative procedures in 2025, effectively protecting property rights and freedom of business, ending overlapping inspections and examinations, prioritizing the application of civil and economic measures before criminalizing economic relations...

Extra teaching and learning is a complex issue that requires the synchronous participation of the entire system.

In the field of education and training, the content of the questions will focus on the current situation and solutions for developing and improving the quality of university education associated with the requirement of creating high-quality human resources to meet the requirements of socio-economic development; the implementation of legal regulations on extra teaching and learning; the work of ensuring a safe, healthy and friendly educational environment; preventing and combating school violence; ensuring food safety and hygiene in schools.

The person answering the questions was Minister of Education and Training Nguyen Kim Son, accompanied by Deputy Prime Minister Le Thanh Long, Ministers of Finance, Home Affairs, Health, Culture, Sports and Tourism, Science and Technology, and Public Security, who also participated in answering questions and explaining related issues.

Reporting on some contents before the question-and-answer session, Minister Nguyen Kim Son acknowledged that the management of extra teaching and learning is a burning issue that has lasted for nearly three decades and is increasingly widespread in many forms. The widespread situation of extra teaching and learning not only puts great pressure on students and parents but also goes against the spirit of educational innovation.

Recognizing the importance of the issue, the Ministry of Education and Training issued Circular 29 with the core viewpoint of "management, not prohibition". The objective of the circular is to put tutoring activities into a framework, ensuring that they do not affect the official curriculum.

One of the most important regulations and one that has received high consensus from society is that teachers are not allowed to teach extra classes to students they are teaching in their regular classes. Initial results show that Circular 29 has contributed to limiting the situation of illegal extra classes, ending paid extra classes in schools, helping students access knowledge without pressure on studying and finances...

However, according to Minister Nguyen Kim Son, extra teaching and learning is a complex social issue that cannot be solved with just one circular but requires the synchronous and drastic participation of the entire system with a clear roadmap, in which re-establishing the management mechanism through business conditions is the key step.

Notably, this question-and-answer session continues to innovate working methods to improve efficiency, debate and transparency in monitoring activities. Delegates have 1 minute to ask questions, and those questioned have a maximum of 3 minutes to answer.

Delegates may register to debate and speak for 2 minutes if the answer is unclear or unsatisfactory.

The questioning session was broadcast live on radio and television for voters and people nationwide to follow.
