Dumping in many places
The illegal dumping of construction waste is not a new problem but has persisted for many years. Despite the involvement of functional sectors and local authorities, the situation of construction waste being dumped in urban planning areas, on traffic routes, and even in resettlement areas under construction still occurs. When visiting localities, it is not difficult to see construction waste being dumped in large and small scales, affecting urban aesthetics and potentially causing environmental pollution.
Although it was invested in construction for a long time and has not been handed over to the management unit, My Thuong Urban Area (My Thuong Ward *) is quite shabby, CTRXD appears in many places on some internal roads. Specifically, on Road No. 3F of My Thuong Urban Area, recently there has been a situation of illegal gathering of soil, rocks, debris, culverts and machinery materials. CTRXD for a long time, not collected and transported for treatment, has led to the degradation and shabbiness of the urban infrastructure in this area.
Not only illegally dumping into urban areas and public works, recently the Management Board of Investment, Construction and Urban Development of Hue City also discovered thousands of cubic meters of construction waste dumped into the Bau Va Resettlement Area Technical Infrastructure Project Phase 4, invested by this unit. Mr. Dang Quang Ngoc, Deputy Director of the Management Board of Investment, Construction and Urban Development of Hue City, said that to transport all this waste out of the project, the state budget must spend about 100 million VND. The investor does not have the authority to arrest and fine people and vehicles that dump waste in the wrong place. Therefore, the Management Board hopes for the participation and coordination of local authorities to support and more effectively handle the situation of illegally dumping construction waste into the construction site.
Lack of basis for processing
According to the Department of Construction, this unit previously advised the Provincial People's Committee (now the City People's Committee) to establish, approve and promulgate a solid waste management plan until 2030, with a vision to 2050, which was approved in 2016, including content related to collection sites and solid waste treatment facilities arising from construction activities.
According to the previously approved CTR management plan, there is an orientation for construction waste treatment facilities, each district-level unit (old) has 1 construction waste treatment site of about 1ha. The selection of location is decided by the People's Committee of the district (old) and ensures environmental safety distance according to national technical standards on construction planning.
However, through review, up to now, the Department of Construction has found that most localities have not reported on the volume of construction waste generated in the area, lack information and implementation status for locations selected by localities as collection and treatment sites for construction waste; the construction investment plan also does not report the reasons for the problems...
The Department of Construction assessed that the current situation of construction waste emissions is increasing, with indiscriminate dumping and lack of collection and treatment facilities. Therefore, if localities do not soon implement investment in construction to collect and treat construction waste emissions, environmental pollution due to indiscriminate dumping is inevitable.
Mr. Le Cong Dien, Deputy Director of the Department of Construction, said that in the coming time, with the role of industry management, the Department of Construction will continue to advise and recommend the City People's Committee to continue directing the People's Committees of new communes to review and report on the implementation status of the locations of the collection sites and construction waste treatment facilities previously selected by the People's Committees of districts, towns and (old) cities to report to the City People's Committee and the Department of Agriculture and Environment to ensure solid waste treatment planning in the area.
