The Government has just issued Decree 179/2025 regulating the level of support for people working full-time in digital transformation, network information security, and network security. The Decree takes effect from August 15.
Two groups of officials and civil servants are supported
The Decree stipulates 2 specific groups that are eligible for support, including cadres, civil servants, and public employees holding specialized positions in information technology management or information technology. Specifically, such as information technology industry or digital technology industry, digital technology, information technology application, digital transformation.
At the same time, officers and civil servants working on network information security or information security, network security.
E-transactions and other jobs related to digital transformation issued by competent authorities are also included in the group receiving additional support.
The second group includes officers, non-commissioned officers, technical specialists and public security workers of the People's Public Security; officers, professional soldiers, defense workers and civil servants of the People's Army and people working in cryptographic organizations receiving salaries from the state budget specializing in digital transformation, network safety and security, ensuring national sovereignty in cyberspace and other subjects related to digital transformation under the authority of the Ministry of National Defense and the Ministry of Public Security .
The above two groups receive a support level of 5 million VND/month, paid with the monthly salary and not used to calculate social insurance and health insurance contributions and benefits.
The above support level is applied until salary policy reform is implemented according to the policy of competent authorities.
The Decree also specifically stipulates the period of time ineligible for support, including unpaid leave of absence for one month or more.
Time off work to enjoy social insurance benefits according to the provisions of the law on social insurance. Time of detention, temporary detention, temporary suspension from work or suspension from work.
Time of not undertaking professional or technical work as prescribed above continuously for one month or more.
Where does the funding come from?
Regarding the funding source for implementation with cadres, civil servants, and armed forces, the state budget will be guaranteed according to the current budget decentralization stipulated in the State Budget Law and other legal funding sources.
In case a public service unit self-insures its regular and investment expenses, the Government shall prescribe the funding for payment of support levels from the unit's revenue from its public service activities and other legal sources of revenue.
In public service units that self-insure regular expenses, the source of support payment comes from the unit's revenue from service activities and other legal sources.
In public service units, a part of regular expenses is self-insured, and the funding for support is from the unit's revenue from public service activities, the state budget and other legal sources of revenue.
The state budget will allocate funds based on the number of people working full-time in digital transformation and receiving salaries from the state budget assigned by competent authorities, if any.
On the other hand, public service units whose regular expenditures are guaranteed by the state budget have sources provided by the state budget.
