On July 21, the Hanoi Department of Education and Training sent a document to the People's Committees of wards, communes and schools on proactively responding to storm No. 3.

The Hanoi Department of Education and Training requests units and schools to seriously and effectively implement the directions and instructions of the Central Government and the city in the work of natural disaster prevention, control and search and rescue; regularly and closely monitor warnings, forecasts and developments of weather and natural disasters to proactively prevent, respond and overcome consequences.

Based on weather and natural disaster situations, units and schools proactively review and prepare plans and deploy disaster response plans according to the "4 on-site" motto, suitable to actual conditions.

Units and schools must check the trees in the campus. If they discover any old trees that are at risk of breaking or falling, they must report it for timely handling. If they cannot do so immediately, they must issue a warning of danger and contact a professional agency for handling as soon as possible.

The Hanoi Department of Education and Training recommends that units and schools have plans and promptly move assets, machinery, equipment, tables, chairs, books to safe places; pay attention to preserving exam papers, records, documents related to exams; and minimize damage caused by storms.

Units and schools must absolutely not organize summer activities, especially in areas at risk of flooding and landslides; establish information with parents to manage students when participating in summer activities, minimizing possible risks.
