Emulation movements actively contribute to reform and modernization of the Customs sector.

(Chinhphu.vn) - Emulation movements are a great source of inspiration for each collective and individual to contribute to the cause of reform and modernization of the Customs sector. From 2021 to present, the Customs Department has organized a series of emulation activities closely following the policies of the Party, the State and professional tasks, thereby discovering many outstanding collectives and individuals.

Competition journey with many outstanding results

On the afternoon of June 27, the Customs Department held a conference on advanced models for the period 2021-2025, and launched an emulation movement for the new period 2026-2030. This is an important milestone to summarize and recognize outstanding results in the emulation and reward work of the whole industry, creating momentum for a breakthrough for Vietnam Customs in the digital age.

Speaking at the conference, the customs leader said: The Customs system has implemented many practical emulation movements and many initiatives at the branches nationwide. Thanks to regular and thematic emulation movements, the Customs system has recorded achievements on many fronts.

Regarding budget revenue, from 2021 to 2025, the Customs sector always exceeded the estimate. The work of preventing smuggling and fighting crimes, especially drug crimes, has many outstanding results. In 2024, the Customs Department handled nearly 18,000 cases, with the value of infringing goods reaching more than 31,000 billion VND, a sharp increase in both quantity and value. In the first half of 2025, more than 8,500 violations were arrested, with evidence of up to 2 tons of various drugs.

Regarding procedural reform, the Customs Department has proposed to cut and simplify many procedures, contributing to cost savings for businesses. At the same time, it successfully connected the National Public Service Portal and the National Single Window Portal, integrating 250 administrative procedures of 13 ministries and sectors with more than 76,700 participating businesses.

Regarding the organizational structure, the Customs sector has carried out a comprehensive restructuring, cutting more than 53% of organizational units (from 902 to 417), minimizing intermediate levels, and improving operational efficiency. From the General Department of Customs, the system has been transformed into the Customs Department under the Ministry of Finance , with 20 regional Customs Sub-Departments.

Regarding modernization results, up to now, the customs has completed the "5-e" concept: e-Clearance (electronic customs clearance), e-Payment (electronic payment), e-Manifest (electronic bill of lading), eC/O (electronic certificate of origin) and e-Permit (electronic license). Currently, up to 98.4% of taxes are paid electronically. According to the ranking of the World Customs Organization (WCO), Vietnam Customs is ranked fifth in the development process, at the level of "Advanced e-Customs".

Towards Digital Customs, Green Customs

At the conference, the Customs Department launched the emulation movement for the period 2026-2030 with the theme: "Vietnam Customs: Solidarity - Discipline - Innovation - Breakthrough - Development". The focus is on building Digital Customs, Smart Customs, Green Customs, strongly applying technology, automating processes, reforming administrative procedures and improving the satisfaction of businesses and people.

In particular, the customs sector determined to continue reforming administrative procedures towards simplicity and harmony, meeting task requirements and in line with international commitments and practices, facilitating trade and improving the satisfaction of people and businesses.

At the same time, apply scientific and technological achievements and modern equipment systems to management; effectively manage tax collection; prevent smuggling, trade fraud and illegal transportation of goods across borders, contributing to ensuring national security. Effectively implement Green Customs, encourage trade activities towards sustainable development according to the circular economic model.
