The telegram aims to implement the Prime Minister 's direction, ensuring absolute safety for activities celebrating the 80th anniversary of National Day September 2 and the opening of the new school year.
According to the National Center for Hydro-Meteorological Forecasting, on the morning of August 26, storm No. 5 weakened into a tropical depression in the Central Laos region. However, heavy rains after the storm continued to develop complicatedly, many places in the midlands, the Northern Delta, Lao Cai, Son La, Thanh Hoa - Ha Tinh had common rainfall of 50-100mm, some places over 200mm, with the potential risk of high intensity extreme rain.
Faced with this situation, the Ministry of Construction requires units to absolutely not be subjective, focus on directing and urgently implementing measures to overcome the consequences of natural disasters.
In the Official Dispatch, Deputy Minister of Construction Le Anh Tuan assigned specific tasks to the following units:
Heads of agencies and units under the Ministry and the Department of Construction of affected provinces and cities (including Dien Bien, Lai Chau, Cao Bang, Lang Son, Tuyen Quang, Thai Nguyen, Phu Tho, Lao Cai, Son La, Quang Ninh, Hai Phong, Bac Ninh, Hanoi, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri) are requested to closely monitor the storm's developments and continue to implement previously issued Telegrams and Official Dispatches on proactively responding to storm No. 5.
The Vietnam Road Administration directed its affiliated units to urgently overcome the consequences of floods and ensure smooth and safe traffic on national highways and expressways.
Duties to be performed include:
Focus on checking and reviewing areas at risk of flooding, landslides, and flash floods to have a plan to handle and divert traffic from a distance.
Arrange forces to guard and direct traffic at dangerous locations, install buoys, barriers, and signals at locations where roads are deeply flooded, broken, or eroded, and resolutely not allow people and vehicles to pass when safety is not guaranteed.
For locations with large landslides and subsidence causing traffic jams, the leaders of the Road Management Area must immediately coordinate with the locality to deploy a remote traffic diversion plan, mobilize maximum machinery, equipment and human resources to clear traffic in the fastest time, while ensuring the safety of the incident response force.
Vietnam Railway Authority and Vietnam Railway Corporation are assigned the following tasks:
Strictly implement patrol and guard regimes at vulnerable constructions, locations, and key areas such as weak bridges, roads, areas prone to flooding, flash flood areas, rock falls, landslides, or railway areas downstream of dikes and irrigation dams.
Concentrate means, materials, equipment and human resources to overcome the consequences of floods and ensure smooth traffic in the fastest time.
Have a plan to stop trains, stretch trains, increase trains, and transfer passengers when rain and floods cause inundation or landslides that require stopping trains.
Vietnam Maritime and Waterways Administration directs its affiliated units to:
Coordinate with relevant local units to guide anchoring and safe shelters for vehicles and take measures to ensure safety of people and vehicles in emergency situations.
Require vehicles anchored near river crossings to urgently move to safe locations, absolutely do not let vehicles crash into river crossing structures.
Urge inland waterway management and maintenance units to promptly retrieve buoys and signals before floods arrive or upon receiving flood discharge notices, and redeploy immediately after floods.
The Department of Construction of localities in the areas affected by storm No. 5 is responsible for closely coordinating with local levels, sectors, Road Management Areas and units managing, maintaining and repairing roads, railways and waterways to proactively overcome incidents caused by floods and storms, carry out traffic diversion and ensure traffic on roads and waterways under their management; at the same time, coordinate in managing transportation, increasing tolls, and transferring passengers and goods when required.
"All agencies and units must organize 24/7 duty and promptly report any unexpected or arising issues to the Civil Defense Command of the Ministry of Construction" - Deputy Minister Le Anh Tuan directed.
