On the afternoon of June 25, Deputy Director of the Ho Chi Minh City Department of Construction Bui Hoa An said that the department has just submitted a draft plan to transport officials from Binh Duong and Ba Ria - Vung Tau to work in Ho Chi Minh City from July 1.

According to the Ho Chi Minh City Department of Construction, after consulting, there are 968 officials in the two localities using shuttle buses. Specifically, Binh Duong has 507 officials in need of shuttle buses, of which 487 are picked up during the day and 20 are picked up on weekends; Ba Ria - Vung Tau has 461 officials in need of shuttle buses, of which 320 are picked up during the day and 141 are picked up on weekends.
Plan to organize the transportation of cadres, civil servants, public employees and workers from Binh Duong to Ho Chi Minh City People's Committee (41.3km) is as follows:
Outbound trip at Binh Duong Provincial Administrative Center - Le Loi Street - Huynh Van Luy Street - Pham Ngoc Thach Street - Binh Duong Boulevard - Go Dau Roundabout - 30/4 Street - CMT8 Street - Le Hong Phong Street - Binh Duong Boulevard - National Highway 13 - Dinh Bo Linh Street - Dien Bien Phu Street - Nguyen Binh Khiem Street - Le Duan Street - Nam Ky Khoi Nghia Street - Le Thanh Ton Street (HCMC People's Committee) - Pham Hong Thai Street - Nguyen Trai Street - Saigon Bus Station.

The means of transport are high-quality vehicles, manufactured from 2020 onwards, with Wi-fi to simultaneously connect multiple devices and provide Internet access to users as well as serve the operating system on the vehicle.
The cost is about 1,298,000,000 VND/month, including the cost of renting 24 45-seat buses. The estimated cost for the last 6 months of 2025 is 7,788,000,000 VND.
In the initial phase, travel demand is not stable, and it is forecasted that there will be a demand that exceeds the initial forecast. Therefore, the Department of Construction proposes to proactively use the funding to support public passenger transport by bus to pay for this service.
Due to the urgency of implementing the service, in the last 6 months of 2025, the Department of Construction proposed that the Ho Chi Minh City People's Committee approve the Public Transport Management Center (Ho Chi Minh City Department of Construction) to order a transport unit with sufficient capacity and experience to participate in providing transportation services for officials, civil servants, public employees, and workers.
From the beginning of 2026, after stabilizing the travel needs of officials, civil servants, public employees, and workers, the Department of Construction will advise the Ho Chi Minh City People's Committee on methods of ordering or bidding with transport units in accordance with regulations.
