Ensuring uninterrupted public services when arranging administrative units

The Government Office has just issued Notice No. 318/TB-VPCP on the conclusion of Deputy Prime Minister Nguyen Chi Dung at the meeting on implementing solutions to review, evaluate, upgrade, and develop information systems to serve direction, administration, and serve people and businesses to meet the requirements of arranging administrative units according to the new model.

The Deputy Prime Minister directed: Heads of ministries, branches, localities and assigned leaders must be responsible to the Central Steering Committee and the Government Steering Committee for ensuring unity, synchronization, continuity, stability, safety, information security and network security of information technology systems and databases.

In particular, do not interrupt the provision of public services to people, businesses and state management activities of governments at all levels before and after the time of restructuring the apparatus.

Each work milestone and each system needs to have a detailed plan, clear assignment, strict control, ensuring 6 clear "clear people, clear work, clear responsibility, clear progress, clear results, clear authority." Timely ensure funding and mobilize the participation of information technology enterprises to implement urgent and breakthrough tasks.

Exploiting and operating information technology systems stably and smoothly

Regarding infrastructure, transmission lines, and information security, the Deputy Prime Minister assigned the Ministry of Science and Technology to preside over and coordinate with relevant agencies to deploy the expansion of specialized data transmission networks in the direction of centralized and unified networks from the central to grassroots levels, ensuring bandwidth, connectivity, and inter-agency communication, to be completed before June 27, 2025.

The Deputy Prime Minister assigned the Ministry of Public Security to preside over and coordinate with ministries, branches, localities and service providers to ensure absolute security and safety for the public service system and the operating systems of ministries, branches and localities to operate smoothly and without interruption.

Ministries, branches and localities shall coordinate with service providers to arrange sufficient infrastructure and terminals to exploit and operate information technology systems stably, smoothly and safely, to be completed before June 27, 2025.

Establish and publicize the hotline of the Public Administration Service Center

Regarding the announcement and publicization of administrative procedures: The Deputy Prime Minister requested the Ministry of Health to complete the announcement and publicization of administrative procedures; the Ministry of Science and Technology and the Government Inspectorate to complete the publicization of administrative procedures in the Decrees on decentralization, delegation of authority, and division of authority.

People's Committees of provinces and centrally run cities shall complete the publication of the list of administrative procedures applicable in the province or city; standardize the set of administrative procedures applicable in the province after the arrangement of administrative units and update and publicize them on the National Database of Administrative Procedures, to be completed before June 27, 2025; publicize the head office address and the list of administrative procedures received and returned at the provincial-level Public Administration Service Centers and the commune-level Public Administration Service Centers before June 25, 2025.

Establish and publicize hotlines of the provincial public administration service center and the People's Committees of communes before June 25, 2025, ensuring regular and continuous operation 24/7.

Ensure the implementation of administrative procedures and the provision of public services smoothly and without interruption.

Regarding reviewing and upgrading shared information systems: The Deputy Prime Minister requested the People's Committees of provinces and centrally-run cities to unify the use of a single shared software system for the entire province (Administrative procedure settlement information system, Document management and operation system, Reporting system...) after restructuring and organizing the apparatus.

For the Administrative Procedures Information System, adjust internal procedures, electronic procedures, and online public services; preside over and coordinate with the Government Office to officially test the National Public Service Portal and the Provincial Administrative Procedures Information System from 6:00 p.m. on June 27, 2025, ensuring the implementation of administrative procedures and the provision of public services smoothly, effectively, and without interruption from July 1, 2025.

The Ministry of Finance shall announce the codes of Vietnamese administrative units after the rearrangement and reorganization of the apparatus; send them to ministries, branches and localities for updating on the National Public Service Portal and the administrative procedure settlement information system, to be completed by June 25, 2025.

Regarding the provision of 25 full-process online public services: Based on the remaining 4/25 administrative procedures that have not yet provided full-process online public services, the Ministry of Finance is requested to preside over and coordinate with the Government Office, the Ministry of Public Security and relevant units to urgently adjust the system, ensuring full-process online provision on the National Public Service Portal, to be completed before June 27, 2025; direct the Vietnam Social Security to immediately compile statistics on medical examination and treatment facilities that have not yet implemented digital signatures and send them to the Ministry of Health and the Ministry of Public Security for implementation.

The Ministry of Health urgently completes the National Health Database, the Health Insurance Appraisal System and connects and communicates with the National Insurance Database to provide comprehensive online public services; guides and directs medical examination and treatment facilities to digitize and synchronize data on June 25, 2025.

For the Document Management and Administration System: Localities shall promptly issue identification codes for agencies and organizations according to regulations; coordinate with the Government Office and the Ministry of Science and Technology to update and synchronize new identification codes on the National Document Interconnection Axis, the National Public Service Portal and document management and administration systems, to be completed before June 27, 2025.

The Government Cipher Committee coordinates with ministries, branches and localities to promptly issue new, change and update specialized digital signature certificates for public service for organizations and individuals of localities to serve the activities of digitally signing electronic records and documents as required, to be completed before June 27, 2025.

The Deputy Prime Minister requested ministries, branches and localities to step up propaganda and communication work in various forms on mass media and popular social networks to create consensus and avoid confusion for the people./.
