Major General Luong Van Kiem, Deputy Secretary of the Party Committee and Commander of Military Region 3, delivered a speech directing the conference.

Military Region 3 participated in 6 competitions and sports events organized by the Ministry of National Defense , winning 2 First Prizes, 1 Second Prize, 3 Excellent Prizes; strictly implemented the policies of the Party, the State and the direction of the Central Military Commission and the Ministry of National Defense , completed the task of rearranging and reorganizing local military agencies; professional work of the military branches and sectors was actively and effectively deployed; military science, administrative reform, and digital transformation had many changes.

Speaking at the conference, Major General Luong Van Kiem acknowledged and commended the results in performing the tasks of the staff agencies at all levels. The Commander of Military Region 3 requested that in the last 6 months of 2025, the staff agencies focus on advising the Party Committees and commanders to strictly maintain the order and regime of combat readiness; inspect and review all combat readiness plans and documents at all levels; prepare well the forces and means to be ready to handle situations of natural disaster prevention and control, search and rescue, and non-traditional security issues; direct and guide local military agencies to stabilize their units and complete their tasks well; train and improve the command and staff qualifications of cadres at all levels; innovate and improve the quality of drills, competitions, and sports events; and promote the application of information technology.
