Recently, the Ministry of Education and Training has submitted to the Government a draft decree amending and supplementing a number of articles of Decree No. 81 of the Government regulating the mechanism for collecting and managing tuition fees foreducational institutions in the national education system and policies on tuition exemption and reduction, support for learning costs, and service prices in the field of education and training.

In particular, the tuition fee exemption for junior high school graduates studying at intermediate level has been supplemented more clearly and in more detail.

Students who graduate from junior high school are exempted from tuition fees after receiving their junior high school diploma.

Specifically, this draft amends and supplements the subjects exempted from tuition fees (Article 15) in Clause 17 of Decree 81 (2021) as follows: High school graduates (no time limit after receiving the junior high school diploma, not yet graduated from any other course), continuing to study at the intermediate level (including subjects studying at both intermediate level and studying high school cultural knowledge or studying at both intermediate level and studying the high school continuing education program).

Meanwhile, in Decree 81, the subjects exempted from tuition fees (Article 15), Clause 17 only briefly stipulates: People who graduate from junior high school continue to study at intermediate level.

Previously, Decree No. 86 of 2015 (replaced by Decree 81), this subject exempted from tuition fees was also briefly stated as "People who graduate from junior high school and continue to study at intermediate level".

According to the Ministry of Education and Training, due to previous unclear regulations, many vocational training institutions and localities currently report having difficulty identifying the subjects of this policy.

Clearly stating the beneficiaries of the policy (without adding or expanding the beneficiaries) will resolve the problems that many localities are facing, and at the same time clearly demonstrate the policies and orientations for vocational education development of the Party and Government . In addition, it ensures policies and benefits for learners, meeting practical needs.

It is known that in the period 2016-2020, the number of junior high school graduates going to vocational school was 980,620 students, accounting for about 66.83% of the total number of students entering secondary school, corresponding to each year there are about 196,124 junior high school graduates entering secondary school.

"Currently, the demand and number of people studying both general education and vocational training are increasing. However, most of these subjects come from families with poor economic conditions," said the Ministry of Education and Training.

Master Tran Phuong, Principal of Viet Giao Secondary School, said that if this regulation were clarified, it would create favorable conditions for students and localities in implementing tuition compensation, especially for students studying secondary school at non-public schools.

"For a long time, some localities have paid full tuition fees for students who graduated from junior high school many years ago and then went to vocational school at the intermediate level. However, the more detailed the regulations are, the easier and faster the implementation process of the tuition exemption policy will be," said Master Phuong.
