The standing agency for natural disaster prevention of the Ministry of Agriculture and Environment confirmed that the dam did not break, but the construction unit proactively broke the dike to release floodwaters to protect the Da Lam lake project.

On the afternoon of June 13, after information spread on social networks and in the press about the "dam break" in Quang Binh , authorities spoke up to confirm that there was no dam break incident.
In fact, the Management Board of Investment and Construction of the Agriculture and Environment Sector of Quang Binh province proactively directed the construction unit to demolish the Da Lam lake dike (in Thai Thuy commune, Le Thuy district) to release water to ensure safety for the main dam.
According to a local report sent to the Department of Dyke Management and Natural Disaster Prevention, from the evening of June 11 to noon of June 13, the Le Thuy area recorded up to 466mm of rainfall, causing the water level of Da Lam Lake to rise abnormally. In response to the emergency, from 4am on June 13, the construction unit dug a flood drainage ditch on the right bank.
At 9 o'clock the same day, realizing the risk of the dike breaking if the water level was not lowered in time, the investor demolished the temporary dike to release the flow.
The cofferdam is a temporary item serving the construction of the water intake, not the main dam of the project. Previously, the local government also organized the evacuation of people in the downstream area from the night of June 12 to reduce risks.
