Ministry of Education and Training builds open science resource warehouse connecting universities

In phase 1 to 2026, the science repository will have 300 university textbooks and teaching materials. In phase 2, this number will increase to 600.

The Ministry of Education and Training has just announced the plan to implement Decision No. 1117/QD-TTg dated September 25, 2023 of the Prime Minister on the program to build an open educational resource model in higher education, period 2025 - 2030.

The program will provide a model for developing, sharing, exploiting and using openeducational resources in higher education, contributing to improving the quality and effectiveness of research, teaching and learning activities.

In the immediate period of 2024-2025, the Ministry of Education and Training will build and operate a portal to access open educational resources in higher education.

The process of developing a database of open educational resources in higher education of the Vietnamese higher education system is being implemented by the Ministry of Education and Training from 2024 to 2030.

The plan is divided into two phases. Phase 1 from 2024 to 2026, has over 300 textbooks, teaching and learning materials.

In phase 1, the data source developed mainly focused on 3 areas of technology - engineering training, teacher training; foreign languages, literature and culture.

Phase 2 lasts from 2027 to 2030. The Ministry aims to have over 600 textbooks and teaching and learning materials included in the database.

In phase 2, the data source will also be expanded to other areas beyond phase 1. The phase will periodically update and supplement documents, learning materials, and courses for higher education.

As planned, the open educational resource access portal will be built by the Ministry of Education and Training with the ability to integrate modern technologies such as artificial intelligence (AI) and Blockchain, connecting with data warehouses of domestic and international higher education institutions.

In addition, the ministry also proposed a direction to promote international cooperation to share resources. Specifically, it will cooperate and connect with open resource systems of foreign universities and international organizations.

At the same time, it will aim to form an alliance to share open resources between Vietnamese higher education institutions and foreign higher education institutions, and develop a National Report on Open Educational Resources by 2027 according to UNESCO's direction.
