At the professional training conference on decentralization, delegation and assignment of authority in state management fields organized by the Ministry of Industry and Trade on June 27 in Hanoi , Minister Nguyen Hong Dien requested units to ensure smooth and uninterrupted implementation of online public services for people and businesses.
19 tasks and powers in the electricity sector have been decentralized to localities.
Sharing at the conference, Mr. Pham Nguyen Hung, Director of the Electricity Department (Ministry of Industry and Trade) said that on June 12, 2025, the Government issued Decree No. 146/2025/TT-BCT regulating decentralization and delegation in the industrial and commercial sectors, in which the electricity sector is specifically regulated in Chapter XVI of the Decree, with the order and procedures for implementing decentralization and delegation of authority detailed in Appendix XIII attached.
Accordingly, 19 tasks and powers have been transferred from the Ministry of Industry and Trade to the Provincial People's Committees for implementation. These include pricing natural gas services and licensing operations in the fields of electricity distribution, wholesale and retail.
According to Mr. Tran Huu Linh, Director of the Department of Domestic Market Management and Development (Ministry of Industry and Trade), in Decree No. 146/2025/ND-CP, the Department of Domestic Market Management and Development has a total of 22 tasks that are decentralized from the Ministry of Industry and Trade to the People's Committees of provinces and centrally run cities in 4 areas: gas business, alcohol business, tobacco business, market management and development. Among the 22 decentralized tasks, there are 21 administrative procedures.
Specifically, the gas business sector includes 12 administrative procedures: Issuance, re-issuance, adjustment, and revocation of Certificates of eligibility for LPG/LNG/CNG export and import traders.
The tobacco business sector includes 4 administrative procedures: Issuing, re-issuing, amending, supplementing, and revoking licenses for tobacco product distribution; The alcohol business sector includes 4 administrative procedures: Issuing, amending, supplementing, re-issuing, and revoking licenses for alcohol distribution; The market development and management sector: Directing and organizing professional training on market development and management; The food safety sector: Issuing certificates of food safety eligibility for production establishments and establishments that both produce and trade.
Regarding trade promotion, according to Mr. Vu Ba Phu, Director of the Trade Promotion Department, in Chapter IV of Decree No. 146/2025/ND-CP dated June 12, 2025 of the Government regulating decentralization and delegation in the field of industry and trade, including the tasks and powers of the Ministry of Industry and Trade regarding the registration of traders organizing for other traders to participate in trade fairs and exhibitions abroad are transferred to the People's Committees at the provincial level for implementation.
Specifically, the duties and powers of the Ministry of Industry and Trade in confirming or not confirming for traders to organize for traders, organizations and individuals to participate in trade fairs and exhibitions abroad (excluding trade fairs and exhibitions within the framework of trade promotion programs and activities decided by the Prime Minister) as prescribed in Point b, Clause 2, Article 29 of Decree No. 81/2018/ND-CP are also implemented by the Provincial People's Committee.
On the other hand, from July 1, 2025, when Decree No. 146/2025/ND-CP takes effect, traders organizing for traders, organizations and individuals to participate in trade fairs and exhibitions abroad will carry out administrative procedures to register to organize trade fairs and exhibitions abroad with the Provincial People's Committee, without carrying out administrative procedures at the Ministry of Industry and Trade. The Provincial People's Committee will receive, consider and respond in writing to confirm or not confirm the trader's registration.
At the same time, after the registration is confirmed, in case of any changes in the content of the organization of a trade fair or exhibition abroad, the trader must also carry out administrative procedures to register for amendments and supplements to the content of the organization of a trade fair or exhibition abroad with the Provincial People's Committee.
The hotline will operate 24/7.
In order to continue to synchronously and effectively implement the tasks that have been decentralized, delegated, and assigned authority in the management field of the Industry and Trade sector, Minister of Industry and Trade Nguyen Hong Dien requested the provincial People's Committees to urgently complete the apparatus and personnel of specialized agencies in charge of the Industry and Trade sector in accordance with the direction of the Central Government, ensuring the right progress, the right people, the right work, and at the same time, promulgate the Regulations on coordination of activities between specialized agencies in charge of the Industry and Trade sector and other agencies and organizations under the People's Committees when operating under the 2-level local government model.
“Timely announce and publicly post the list of decentralized administrative procedures under the authority of the provincial People's Committee at the agency's headquarters, and at the same time post them on the electronic information portal of the province or city so that officials, civil servants, people and businesses know and effectively implement them,” the Minister noted.
The leader of the Ministry of Industry and Trade said that in July 2025, the hotline to receive information will operate 24/7, all local inquiries will be promptly forwarded to the Heads of units under the Ministry and related departments and offices for resolution. After the first month of implementation, the information and recommendations will be updated on the Ministry of Industry and Trade's electronic information portal and forwarded to related units.
Minister Nguyen Hong Dien also assigned the Department of Industry and Trade of provinces and cities to urgently publish the list of administrative procedures on the Electronic Information Portal and publicly post the decentralized administrative procedures under the authority of the Department at the agency's headquarters, at the same time, focus on providing professional guidance to specialized departments and offices at the commune level, especially the newly decentralized tasks and powers.
For the People's Committees at the commune, ward and special zone levels, Mr. Dien requested to publicly post the administrative procedures that have been decentralized under their authority at the working headquarters of the People's Committees at the commune level, and at the same time, organize the reception and settlement of administrative procedures in the area in accordance with the regulations of the competent authority.
“Urgently review and improve the Commune-level Public Administration Service Center in terms of personnel, facilities, equipment, and working regulations, ensuring maximum convenience, smoothness, and no interruption in the implementation of administrative procedure settlement for people and businesses when implementing the 2-level local government organization model from July 1, 2025 in accordance with the direction of the Central Government and the Government and the guidance of the Ministry of Industry and Trade,” Minister Nguyen Hong Dien emphasized./.
