Allowing private investment in North-South high-speed railway project
In the resolution, the National Assembly resolved to add investment forms for high-speed railway projects on the North-South axis.
" Agree with the Government's proposal in Submission No. 573 dated June 23. Approve the addition of investment forms under the Investment Law in the form of public-private partnership and business investment under the Investment Law for the high-speed railway project on the North-South axis in addition to the form of public investment ," the National Assembly's Resolution stated.
The National Assembly assigns the Government to organize the selection of investment forms and investors according to regulations. In case there are other mechanisms and policies beyond the authority of the Government, they shall be reported to the National Assembly for consideration and decision.
In Submission No. 573 sent to the National Assembly, the Government proposed that the National Assembly approve the addition of other forms of investment (such as investment under public-private partnership - PPP, business investment...) for the high-speed railway project on the North-South axis, in addition to the form of public investment in the Resolution of the 9th session.
The Government will select the form of investment and investors according to regulations; in case there are other mechanisms and policies beyond its authority, it will report to the National Assembly.
According to the Government, the North-South high-speed railway project was approved by the Politburo in the form of public investment and the National Assembly approved the investment policy and form of public investment in Resolution 172 dated November 30, 2024. At this time, no investors have expressed interest in or proposed to invest in the project. However, after Resolution 68 on breakthrough in private economic development was passed, during the project implementation process, the Government received investment proposals from a number of investors. The investors proposed to invest in the form of private investment (direct investment).
The Government's submission affirms that there is a full political basis, namely Resolution 68, which determines the expansion of private enterprise participation in important national projects; the Politburo has also agreed on the policy of adding investment forms in addition to public investment. World practical experience shows that most countries invest in railway infrastructure in the form of public investment, because although railway projects bring high economic efficiency, the project's financial efficiency is low, the total investment is large, and the payback period is long. Some projects under the public-private partnership method have been initially implemented, but need state support.
Therefore, the Government proposes that the National Assembly assign the Government to organize the selection of investment forms and investors according to regulations. In case there are other mechanisms and policies beyond the authority, it must report to the National Assembly according to regulations.
