In April, the Hanoi Department of Education and Training announced the 10th grade public education quota for 2025.
Accordingly, 119 specialized and non-specialized public high schools enroll 78,400 students. 3 autonomous public schools enroll 1,340 students. The total target is 79,740 students.
The whole city has 127,000 9th grade students in the 2024-2025 school year, the rate of Hanoi students entering public high schools is 62.8%.
Because there were only 102,860 candidates taking the 10th grade exam, the admission rate (the number of candidates passing the 10th grade exam out of the total number of candidates taking the exam) was up to 77.5%.
However, the actual number of students admitted is much higher.

The Hanoi Department of Education and Training's decision to assign quotas in April 2025 does not include the two newly established high schools Phuc Thinh (formerly Dong Anh district) and Do Muoi (formerly Hoang Mai district). These two schools will only be assigned quotas by the Department when they have benchmark scores. Each school is allowed to recruit 450 students "over the line".
On July 23, the Department announced the list of additional successful candidates. Of which, the number of candidates admitted to Phuc Thinh and Do Muoi reached 988, exceeding the plan by 88. At the same time, this number raised the total public school quota this year to approximately 81,000 students, the rate of public school enrollment increased to 64%, and the admission rate increased to 78.5%.
Many other public high schools also recruited more than their quota. For example, Tu Lap High School (formerly Me Linh District) announced that 694 students had confirmed their enrollment, although the quota assigned by the Department was 540, meaning they recruited 154 more students.
A representative of a high school in Hanoi said that every year, the number of candidates who meet the admission criteria is always higher than the assigned number. This is to prevent cases where candidates do not enroll because they have been admitted to specialized schools or have gone to study abroad, or have chosen private schools. This excess number must be within the allowable range, usually approximately 100 students.
There are 115 non-specialized public schools in Hanoi. If each school recruits more students than the assigned quota, the actual number of admitted students could exceed the initial quota by thousands of students.
Notably, 103 private schools were granted 35,694 quotas this year. Thus, the total quota for grade 10 high school reached a record high of more than 116,000. If the number of students that public schools recruited exceeded the number, and if the new high school built in the old Cau Giay district goes into operation this school year, the actual number of grade 10 students could exceed 120,000.
The remaining 7,000 students can study the high school continuing education program at 50 vocational colleges, professional secondary schools and vocational education - continuing education centers in Hanoi. While the quota for this group of schools is about 13,500 students.
