On July 11, Chairman of Can Tho City People's Committee Tran Van Lau led a city delegation to inspect and grasp the situation of the Can Tho Oncology Hospital project, which has been "inactive" for many years.
Reporting to the Chairman of the City People's Committee, Mr. Pham Quang Dung - representative of the contractor - said that this has been a "painful" project for the city for many years, and the contractor hopes to have it resolved so that construction can resume soon.
According to Mr. Dung, the contractor has not yet been paid 100 billion VND, while the company has to pay operating costs and bank interest. The losses that the company has suffered, Mr. Dung said, "cannot be fully calculated at this time, but I affirm that the losses are too great."
Mr. Dung said if the city removes all obstacles regarding procedures and funding, the contractor commits to completing and putting the hospital into operation within 1 year.
Speaking at the survey, Chairman of Can Tho City People's Committee Tran Van Lau said that in the context that the entire Mekong Delta region does not have a large oncology hospital, the Party and State's policy of building a 500-bed Can Tho City Oncology Hospital to take care of people's health is very necessary.
However, this project has ended its loan agreement with Hungary since 2022. If it wants to continue, it needs to ask for the approval of the National Assembly and the Government to have capital to continue investing. Recently, the leaders of the City Party Committee and People's Committee have been very determined, surveying and organizing meetings to resolve many times, but there are still problems with regulations and mechanisms.
The Party Committee of the City People's Committee has asked for the opinion of the Can Tho City Party Committee to issue a document recommending the Government to terminate the loan agreement with Hungary to arrange capital from the state budget, but the budget source is quite large (central capital of more than 1,300 billion VND, not including the local counterpart budget).

"As far as I know, the people, veteran officials, leaders and officers of the city really hope that this project will soon continue to be implemented to serve the health care of the people.
Currently, the City People's Committee has submitted a written proposal to the Government and is waiting for the Government's approval. The National Assembly Chairman, who met with voters, was also very interested and gave strong instructions to quickly resolve the issue in order to have a legal basis to continue implementing the project. The National Assembly Chairman also directed ministries, branches, including the National Assembly's Economic and Financial Committee to study funding sources to support the city to continue implementing the project.
This project has been around for a long time, the current materials are damaged, this is also a big waste, it needs to be implemented soon to prevent waste. This Sunday, the Prime Minister will work with the city leaders to have a basis to make recommendations to the Prime Minister, today the city will organize a survey team to grasp the situation. If the Prime Minister gives the policy to remove the problem, the locality will carry out the procedures and records so that the project can be implemented as soon as possible.
The remaining time of the project is until December 31, 2026. If in 2025 the Prime Minister approves the project and allocates capital, and the contractor commits to put it into use within 1 year, it is very suitable and the project will still ensure progress," said Mr. Lau.
The 500-bed Can Tho City Oncology Hospital project started in 2017, with a total investment of more than 1,700 billion VND, and was expected to be completed in 2022. However, for many reasons, the project has been completely "inactive" for many years after the rough construction was completed.
At a recent meeting with voters, Prime Minister Pham Minh Chinh also "named" the city's sluggish projects, including the Can Tho City Oncology Hospital project, and he expressed his frustration when he requested "to review, without saying much, we cannot do it for you".
