According to the Ministry of Finance , in the early 1990s, the country had only over 5,000 enterprises. To date, there are over 970,000 enterprises in operation, about 30,000 cooperatives and over 5 million business households. In the first 8 months of the year, thanks to the high determination, great efforts and drastic actions of the entire political system, the people and the business community, our country's economy continued to achieve many successes.
GDP growth in the first 6 months of the year reached 7.52% - the highest level in the same period in nearly 20 years. State budget revenue in the first 7 months reached more than 80% of the estimate, up nearly 27.8% over the same period; export in the first 7 months reached 262.4 billion USD, trade surplus is estimated at 10.2 billion USD. Total registered FDI capital in the first 7 months reached nearly 24.1 billion USD, realized FDI capital was about 13.6 billion USD. The number of newly established and resuming enterprises and business households increased to the highest level ever. In the past 8 months, the whole country is estimated to have nearly 128.2 thousand enterprises, 73,855 newly established business households, 80,800 enterprises resuming operations...

At the conference, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh awarded the First Class Fatherland Protection Medal to the Military Industry and Telecommunications Group (Viettel) and MB Bank; and the Second Class Fatherland Protection Medal to the 18th Army Corps and Vietnam Electricity Group (EVN). Comrades Do Van Chien and Nguyen Hoa Binh awarded the Prime Minister's Certificates of Merit to 18 outstanding enterprises.

Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized that this is an important event, an opportunity for us to look back on the glorious historical journey, express gratitude and affirm the great contributions of businesses and entrepreneurs in the cause of building and defending the Fatherland; to share, listen and continue to promote the strong development of the business sector, together with the whole country to firmly step into the new era.

The Prime Minister stated that over the past 80 years, the business community has always followed the Party, accompanied the nation, and been closely associated with the country's destiny. In times of war as well as peace, in difficult times or favorable times, Vietnamese businesses and entrepreneurs have demonstrated patriotism, strong will and aspiration to rise up; made important contributions to mobilizing resources for the resistance war and national construction; and at the same time, been a pioneer in economic development, caring for social security, creating great achievements, laying a solid foundation for the cause of building, protecting and developing the country under the leadership of the glorious Communist Party of Vietnam.

After nearly 40 years of Renovation, the business community has developed strongly. Since 1986, with about 12,000 state-owned enterprises and nearly 40,000 agricultural cooperatives, there were no private enterprises in the modern sense. Now we have nearly 1 million enterprises, of which 98% are private enterprises; over 33,000 cooperatives following the new model; more than 5 million business households.

We are very pleased that the business community and the team of entrepreneurs are growing stronger, promoting their role and mission of leading and pioneering in socio-economic development and deep integration with the world. In particular, even in difficult times, natural disasters, and epidemics such as the Covid-19 pandemic, businesses and entrepreneurs still strive to maintain production and business activities and proactively and actively support overcoming the consequences; always demonstrating the burning patriotism of the Communist Party of Vietnam to the community.

The Prime Minister affirmed that the Party and State always pay special attention to, support and create favorable conditions for the business community and entrepreneurs to develop. Focus on building and perfecting institutions and laws, creating a favorable environment to attract investment, develop production and business; ensure that businesses of all economic sectors are treated fairly and equally. Issue many laws, mechanisms and policies for the development of businesses and entrepreneurs. Promote decentralization and delegation of power; cut administrative procedures; reduce inconvenience and harassment; reduce compliance costs for businesses. Continuously consolidate and enhance the leadership and management capacity of all levels, sectors and localities; focus on removing difficulties for production and business, removing all barriers for businesses and entrepreneurs; promote public-private cooperation, between domestic and foreign countries.

Focus on training and developing high-quality human resources, with outstanding remuneration policies to attract talents, especially in high-tech fields and new industries, creating a driving force to strongly promote the development of businesses and entrepreneurs. Promote the development of strategic infrastructure such as transport infrastructure, energy, telecommunications, digital infrastructure, etc. to contribute to reducing input costs for products and increasing competitiveness in the market. Prioritize and support large enterprises, pioneer in leading a number of key and important industries and fields; encourage and support enterprises to reach out to international markets and build international brands. Support small enterprises to become large enterprises.
In particular, the Politburo issued Resolution 68 on private economic development, the National Assembly issued Resolution 198, and the Government issued Resolution 138 to focus on developing private enterprises as the most important driving force of the national economy.

The Prime Minister stated that, entering a new era - an era of wealth, civilization, prosperity, and prosperity, standing shoulder to shoulder with the world powers, the Party and State hope that the business community and entrepreneurs will promote the glorious and heroic tradition of 80 years, constantly innovate and create, with the desire to rise up strongly, pioneer with the whole country to strive to successfully implement the two 100-year strategic goals according to the Party's Resolution. We aim to strive by 2030 to have about 2 million enterprises, contributing 55-58% of GDP, creating jobs for 84-85% of the workforce; increase labor productivity by 8.5-9.5%/year; by 2045 to have at least 3 million enterprises, contributing over 60% of GDP, having international competitiveness, and participating deeply in the global value chain.
The Prime Minister emphasized the need to continue to innovate development thinking, unify awareness of the position and role of enterprises and entrepreneurs as pioneers and soldiers on the economic front; create high consensus in society and take strong actions to support business development.
The Prime Minister requested the business community and entrepreneurs to continue to innovate their thinking, awareness and vision; take drastic actions; unleash all driving forces for national development. Promote the mobilization and use of resources according to the public-private partnership model, the model of "public leadership - private administration", "public investment - private management", "private investment - public use"... Continue to diversify markets, products and supply chains, especially for advantageous export products. Strengthen trade promotion, supply - demand connection, support businesses to meet new standards of export markets. The business community and entrepreneurs continue to make an important contribution to promoting the development of an independent, self-reliant economy, actively and proactively integrating deeply, substantially and effectively into the international community.
"We hope and believe that, under the leadership of the Party and the management of the State, the business community and entrepreneurs will continue to accompany the Government, the Prime Minister, all levels, sectors and localities in resolutely, synchronously and effectively implementing the policies of the Party and the State, contributing more to the cause of building and developing the country quickly and sustainably and protecting the socialist Vietnamese Fatherland," the Prime Minister emphasized.
The Prime Minister requested the business community and entrepreneurs to join the Government, ministries, branches and localities to promote the implementation of three strategic breakthroughs in the direction of "open institutions - smooth infrastructure - smart governance - advanced entrepreneurs". Focus on effectively implementing the Government's Action Programs to implement the Politburo's decisions on breakthroughs in science and technology development, innovation, national digital transformation; substantive and extensive international integration; building and enforcing laws; developing the private economy; breakthroughs in education and training. Continue to join the Government, all levels, branches and localities in making efforts to find bold, innovative and creative solutions and directions, seizing opportunities, not only to grow ourselves but also to contribute to the development of the country; in the spirit of "harmonious benefits, shared risks"; “listen, understand, share, work together, win together, enjoy together, develop together” and “resources come from thinking and vision; motivation comes from innovation and creativity; strength comes from people and businesses”. The Prime Minister requested ministries, branches and localities to continue to resolutely reorganize the apparatus; operate well the 2-level local government model; promote reform and simplify administrative procedures, creating all favorable conditions for people and businesses; focus on reviewing and perfecting institutions and laws, creating a favorable investment and business environment for the business community and investors; the spirit is to quickly change the state from "centralized management - if you can't manage, ban" to the state of "proactively, actively creating and serving people and businesses".
The Prime Minister affirmed that the Government and the Prime Minister acknowledge the great role and contributions of associations and the business community, always accompanying the Government in the process of national development. At the same time, the Government and the Prime Minister are committed to always stand side by side, share and accompany to build and develop a united and strong business and entrepreneur community, contributing to promoting economic restructuring and innovating the growth model towards green, digital, circular and sustainable growth.
