Vietnam's achievements in 80 years of building and defending the Fatherland are a source of great encouragement and motivation for Cuba.

On the morning of September 1, at the Party Central Committee Headquarters, right after the solemn State-level welcoming ceremony, General Secretary To Lam held talks with First Secretary and President of Cuba Miguel Diaz-Canel Bermudez.

At the invitation of General Secretary of the Central Committee of the Communist Party of Vietnam To Lam and his wife, First Secretary of the Central Committee of the Communist Party of Cuba, President of Cuba Miguel Diaz-Canel Bermudez and his wife led a high-ranking delegation of the Cuban Party and State to pay a State visit to Vietnam to attend the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam from August 31 to September 2, 2025.

On the morning of September 1, at the Party Central Committee Headquarters, right after the solemn State-level welcoming ceremony, General Secretary To Lam held talks with First Secretary and President of Cuba Miguel Diaz-Canel Bermudez. In an atmosphere of sincerity, brotherly love, mutual understanding and trust, General Secretary To Lam and First Secretary and President Miguel Diaz-Canel Bermudez informed each other about the situation in each country, discussed and agreed on directions and measures to continue consolidating and developing the special traditional friendship between Vietnam and Cuba, as well as discussing a number of regional and international issues of mutual concern.

At the talks, on behalf of the Party, State and people of Vietnam, General Secretary To Lam warmly welcomed Comrade Miguel Diaz-Canel Bermudez and his wife and the high-ranking Cuban delegation to pay a State visit to Vietnam and attend the ceremony to celebrate the 80th anniversary of the August Revolution and National Day on September 2, affirming that the visit is of special significance on the occasion of the two countries organizing the Vietnam-Cuba Friendship Year to celebrate the 65th anniversary of the establishment of diplomatic relations. The visit creates an important milestone and strong motivation to continue to consolidate, expand, elevate and deepen the traditional solidarity, special friendship and comprehensive cooperation between Vietnam and Cuba.

General Secretary To Lam respectfully conveyed his regards to Comrade Raul Castro Ruz and the Cuban leaders, thanking the solidarity and valuable support that leaders Fidel Castro, Raul Castro, generations of leaders of the Party, State and people of Cuba have always given to Vietnam in the past struggle for national liberation as well as in the current cause of national protection and construction. The two leaders were moved to share about the solidarity and closeness between the two nations that has been nurtured, preserved and continued to develop today by President Ho Chi Minh and leader Fidel Castro, along with generations of leaders and people of the two countries; emphasizing that this is a model and believing in the bright future of Vietnam-Cuba relations.

First Secretary and President of Cuba Miguel Diaz-Canel Bermudez expressed his joy and emotion when returning to visit Vietnam after 7 years, expressing his admiration for the heroic history of the Vietnamese nation and especially congratulating the State and people of Vietnam, under the talented and wise leadership of the Communist Party of Vietnam, for achieving great socio-economic achievements and important diplomatic victories in recent times, creating new position and strength for the country, continuing to enhance Vietnam's position and prestige in the region and in the international arena. Comrade Miguel Diaz-Canel Bermudez expressed his belief that under the leadership of the Communist Party of Vietnam, headed by General Secretary To Lam, with the foundation after nearly 40 years of implementing the Doi Moi process, Vietnam will soon enter a new era of development, successfully implementing the goals set for 2030 and 2045; affirming that the achievements of the Vietnamese people in 80 years of building and defending the Fatherland are a great source of encouragement and motivation for the Cuban people in the current period. Comrade Miguel Diaz-Canel Bermudez expressed his emotion when living in the warm affection of the Vietnamese people during his visit as well as the great support of the Vietnamese people in the recent donation campaign to support the Cuban people.

General Secretary To Lam affirmed that the Party, State and people of Vietnam always follow every step of Cuba's development; are pleased with the important achievements that the Party, State and people of Cuba have achieved since the 8th Congress, especially the positive results in consolidating national solidarity, overcoming socio-economic challenges and effectively implementing foreign policy. Sharing valuable experiences of the Doi Moi process over the past 40 years, the General Secretary emphasized that the Party, State and people of Vietnam always consider "Solidarity and support for Cuba as the conscience and responsibility of communists and all Vietnamese people" and are determined to work with the Cuban people to continuously promote the value of the eternal heritage and great achievements of cooperation between the two countries, constantly expanding and improving the effectiveness of comprehensive cooperation between the two countries commensurate with the potential, level of relations and good political trust between the two countries.

The two leaders expressed their delight at the increasingly strong development of bilateral relations, especially after General Secretary To Lam's State visit to Cuba in September 2024. The exchange of delegations, especially high-level delegations, has been maintained effectively and regularly by both sides; ministries, sectors, localities and enterprises have closely coordinated to implement agreements; assessed that the bilateral relationship has changed in an increasingly effective and sustainable direction, in the spirit of mutual support, cooperation and development.

In that spirit, the two leaders agreed to continue to consolidate and further enhance political trust and strategic coordination; maintain the exchange of high-level visits, contacts and dialogues through all channels of the Party, State, Government, National Assembly, localities, organizations and people; enhance theoretical exchanges on the path to socialism, share experiences in leading socio-economic development and Party building, and prepare for the organization of the National Party Congress in each country in 2026; coordinate research and widely disseminate Ho Chi Minh's thought and Fidel Castro's thought in each country; enhance and effectively implement existing dialogue and cooperation mechanisms to review and promote agreed directions, measures and goals.

General Secretary To Lam and First Secretary and President of Cuba Miguel Diaz-Canel Bermudez agreed to promote and deepen economic-trade and investment cooperation, especially in strategic cooperation areas agreed upon by the two countries' senior leaders, including agriculture, solar energy and biotechnology-pharmaceuticals. Cuba affirmed that it will create favorable conditions for Vietnamese enterprises to do business and invest in Cuba in order to create a breakthrough in cooperation between the two countries, especially in the fields of rice production and agricultural development according to a new model to support Cuba in increasing local food production, contributing to ensuring food security, a key factor to ensure Cuba's sustainable development in the current context.

The two leaders agreed to encourage and facilitate businesses of the two countries to establish joint ventures to produce pharmaceuticals, transfer biological and pharmaceutical technology from Cuba, and promote research and development activities on biological and high-tech pharmaceuticals in Vietnam to provide safe and effective medical products, improving the health of the people of the two countries.

Sharing their views on the potential and room for cooperation between the two countries, the two sides agreed to continue to focus on promoting cooperation in areas of strength and mutual interest including: defense, security, justice, science and technology, construction, culture, sports and people-to-people exchange; encourage the implementation of cooperation programs in each sector and field, as well as between political and social organizations of the two countries such as between the Vietnam Fatherland Front and the Cuban Revolutionary Defense Committee, between the two Communist Youth Unions, between the Vietnam Union of Friendship Organizations and the Cuban Institute for Friendship with Peoples, etc.

The two sides affirmed to continue to strengthen coordination, cooperation and mutual support at international organizations and multilateral forums to protect the legitimate rights and interests of the countries, as well as to enhance the prestige and position of each country; at the same time, actively contribute to the common struggle for peace, stability, cooperation and development in the two regions and in the world. General Secretary To Lam affirmed that Vietnam calls for the lifting of unilateral blockade and embargo measures against Cuba. The leaders of the two countries shared the stance of supporting the settlement of sovereignty disputes by peaceful means and on the basis of respect for international law.

On this occasion, General Secretary To Lam announced the initial results of the 65-day nationwide support program with the theme "65 years of Vietnam-Cuba friendship" to celebrate the 65th anniversary of the establishment of diplomatic relations between the two countries. In a very short time, it mobilized nearly 2 million participants with a value of nearly 400 billion VND, considering it a vivid manifestation of the tradition of solidarity and brotherly cooperation between the Party, State and people of the two countries.

* Immediately after the talks, General Secretary To Lam and First Secretary and President of Cuba Miguel Diaz-Canel Bermudez, along with high-ranking delegations of the two countries' Parties and States, witnessed the symbolic presentation ceremony of the Cuban people's gifts of the money raised so far from the national support program "65 years of relations between Vietnam and Cuba" chaired and launched by the Vietnam Red Cross Society; the minutes of the 42nd meeting of the Intergovernmental Committee of the two countries; and cooperation agreements in the fields of food production, healthcare, storage and biotechnology.
