The network channel is longer than the length of the province.
The heavy rains that lasted throughout the afternoon and night of June 3, 2025 helped the irrigation reservoirs in the province to accumulate water to meet the design and discharge floodwaters. Because more than a month ago, some places in the province had rain, causing the reservoirs in the area to have good water levels and the water transfer canal system connected to the irrigation network was basically completed, helping the summer-autumn crop to be favorable. Notably, the northern districts of the province such as Ham Thuan Bac, Bac Binh, Tuy Phong with a water transfer canal system connected to the irrigation network in the district and inter-district, 121 km long from 4 water supply canals invested in the past few years, have shared and balanced the amount of water for different production areas. The main source of water thanks to taking, accumulating and transferring to large and small reservoirs from the discharge water of Dai Ninh Hydropower Plant is very abundant.








Meanwhile, the southern districts and towns of the province do not have such stable water sources. Therefore, like Ham Thuan Nam district, which has just entered the dry season this year, coastal communes with small water sources such as Tan Thuan, Tan Thanh... have run out of water; in highland communes such as Ham Can, My Thanh, the rivers have dried up, so the expectation that Ka Pet lake will be built faster is even more urgent. The above situation seems to be more challenging for the system of water transfer canals connecting the irrigation network of the southern region of the province, which has been invested in recently with a total length of 120 km, approximately the length of the water transfer canal in the northern part of the province. Moreover, in the south of the province, Tanh Linh district is the place to receive the discharge water of Ham Thuan - Da Mi hydropower plant, similar to Bac Binh receiving the discharge water of Dai Ninh hydropower plant. However, Tanh Linh does not have any large or small reservoirs, only Ta Pao dam, so it cannot prevent water from flowing out to sea.

Therefore, the water supply canals in this area have been built for a long time, and have been known by their names through many production seasons, but sometimes there is water, sometimes there is not, such as the Linh River - Cam Hang Water Supply Canal, Ham Thuan Nam District and Ham Thuan Bac District; Ham Can - Mong River - Du Du - Tan Lap - Ta Mon Water Supply Canal, Ham Thuan Nam District; Bien Lac - Ham Tan Water Supply Canal; Dinh River 3 - Nui Dat Canal. Then the Southern Inter-District Water Supply Canal System of the province has been approved by the Provincial People's Council for investment in Resolution No. 16/NQ-HDND Binh Thuan , dated July 17, 2021. This route is 35 km long with 5 canal sections in Tanh Linh, Ham Tan, and Ham Thuan Nam districts that have not been built yet, because they are waiting for the appearance of La Nga 3 Lake.





However, if the irrigation network in the north and south of the province is reconnected, the total number will be more than 240 km, longer than the length of the province. With 178.5 km, Binh Thuan is the province with the longest length in Vietnam, but with a longer network of canals, it has not yet escaped the "drought enemy" that visits from time to time, especially in the southern part of the province, showing that the drought treatment journey will continue.
Reservoir challenges, water retention
The Bien Lac - Ham Tan water transfer canal was completed 2-3 years ago but there is no water to transfer, because the Bien Lac Lake renovation and upgrade project (Tanh Linh district, Duc Linh) has not been implemented, so the water level of this natural lake is not high enough to flow to Ham Tan. Moreover, the water source for this natural lake depends on La Nga 3 lake (La Ngau - Tanh Linh), a lake that is considered a water storage similar to Song Luy lake in the north of the province, but has not been built, because it overlaps with another power project. Meanwhile, in the southern districts and towns, except for Song Dinh 3 lake with a so-called capacity, the remaining lakes are small and medium-sized, so every time there is a severe drought, they run out of water, even though they are connected by a water transfer canal, because the total source of the lakes is that much. Irrigation lakes in Ham Thuan Nam such as Song Mong, Du Du, Tan Lap, Ta Mon are an example. Therefore, the construction of Ka Pet Lake at the end of this year has solved a bottleneck in the connection of the network in the south of the province, specifically Ka Pet supplies water to the lakes in Ham Thuan Nam district. The remaining decisive issue is to have La Nga Lake 3 as a water storage, and have a water transfer lake, Bien Lac Lake, then the transfer of water to serve the huge demand for socio -economic development, especially the large industrial parks of the province, along with the commercial service urban areas in the south of the province will become a reality.



Currently, industrial parks in Ham Thuan Nam and Ham Tan are being and will be filled at an increasingly high rate, meaning that there will be more secondary investors putting projects into operation, so the problem of water for industrial production is as urgent as agricultural production. Therefore, in the immediate future, while waiting for the resolution of problems related to the La Nga 3 lake procedures, the Provincial People's Committee has decided to focus on implementing the Bien Lac Lake renovation and water storage project to transfer water through the Bien Lac - Ham Tan canal to ensure water for Son My I, II Industrial Parks... Also in Ham Tan, Song Tom Lake will continue to be built according to the plan.
If the southern part of the province is in a situation where the province has to rush to take care of water by promoting the construction of reservoirs in time to meet the socio-economic development, the northern part of the province is more leisurely. But to ensure certainty, especially in the context of unpredictable climate change, the northern part of the province still has 3 planned lakes that have not been built, including Ca Tot Lake, Bac Binh District; Ta Hoang Lake and Tan Le Lake, Tuy Phong District. All of this shows that the challenge of water still exists...
In the original plan, by 2025, when La Nga 3 Lake is built by the Central Government, the province will also construct the Southern Inter-District Canal System consisting of 5 canals, including a route crossing Bien Lac Lake to transfer water to Ham Tan, La Gi, Ham Thuan Nam areas in 2 directions. The first direction, from La Nga 3 Lake through Ka Pet Lake, to Song Mong Lake to Du Du Lake and to Tan Lap Lake. The second direction, from La Nga 3 Lake down to Bien Lac Lake (transfer lake) to Dinh River Forestry Lake, to Phan River Lake, to Ta Mon Lake and then to Tan Lap Lake. However, up to now, the procedures for La Nga 3 Lake to be able to be implemented have not been completed. So in the immediate future, the province focuses on the Bien Lac Lake renovation and upgrading project to transfer water...
