Once a locality with a fairly high poverty rate, with the determination and strong participation of the entire political system, Xuan Thuong commune (Bao Yen district) has made spectacular changes. From 214 poor households in 2021, accounting for more than 21% of the total number of households, the commune now has only 34 poor households, equivalent to 3.36%. The average poverty reduction rate of 17.77% per year is an impressive result, clearly demonstrating the persistence and perseverance in poverty reduction work in the locality.

Comrade Tran Van Huynh, Chairman of Xuan Thuong Commune People's Committee shared: Sustainable poverty reduction has always been identified as a key task by the Party Committee, People's Council and People's Committee of the commune. The local government has focused on leading, directing and mobilizing the active participation of the entire political system, creating a combined strength to implement many appropriate solutions. These solutions are not only synchronous and effective but also closely linked to the new rural construction program. The role of the Fatherland Front and socio-political organizations has also been strongly promoted in innovating propaganda methods. In particular, communication work has been closely implemented, focusing on beneficiaries, through introducing typical examples, good initiatives and effective poverty reduction models. This has created a spread throughout society, arousing the spirit of self-reliance and self-reliance of the people, helping them to escape poverty.

A notable highlight in the poverty reduction work of Xuan Thuong commune is the establishment of the "Self-managed poverty reduction team" model. This is an initiative to gather well-off households, rich households or households that have escaped poverty to support poor and near-poor households, thereby promoting the process of sustainable poverty reduction. The Association also encourages members to focus on agricultural production according to the value chain and implement many linkage models, supporting farmers to access scientific and technological advances, promote and consume products.

Mr. Dang Van Nham, Chairman of the Farmers' Association of Xuan Thuong Commune, said: Through the emulation movements for good production and business, many good practices have been spread; many activities to support economic development between well-off and poor households have also been carried out. In particular, the Association has proposed mechanisms and policies to support agricultural production associated with agricultural development planning. These activities create conditions for economic models to develop quickly, effectively and sustainably, especially the conversion of crop and livestock structures to suit climate change. The Association also supports farmers in borrowing capital to develop production and improve their lives.

Some households of Xuan Thuong commune have had a new direction in economic development.

Currently, Xuan Thuong commune has 196 good farming and business households, of which 3 households are recognized at the provincial level, 31 households at the district level and 162 households at the commune level. A typical example is Mr. Dang Van Son's family in Vanh village 6, who has succeeded in raising bamboo rats. Starting in May 2024 with 25 pairs of bamboo rats, Mr. Son's family's bamboo rat herd has now grown to more than 100 bamboo rats. He started selling bamboo rats for meat at 500,000 VND/rat and bamboo rats for breeding at about 800,000 - 900,000 VND/rat. He is currently building more cages and plans to expand the bamboo rat herd to more than 200 bamboo rats. In addition, he actively supports other households in the commune who want to develop the bamboo rat breeding model by providing guidance on farming techniques and how to build cages.

Many other typical economic models are also contributing to the effectiveness of poverty reduction work in Xuan Thuong commune, and are living examples for disadvantaged households to learn and follow.

Poverty reduction work in Xuan Thuong commune has been effectively integrated into national target programs and poverty reduction projects. Typical projects include: livelihood diversification projects, poverty reduction model development, production support, nutrition improvement, vocational education development and sustainable employment. The commune also focuses on communication and information poverty reduction, mobilizing people to promote agricultural production potential by introducing high-yield crop varieties and applying science and technology in production.

Crop varieties such as rice BC15, TBR225, Nhi uu 838; corn B06, Bioseed and many other plants such as lemongrass, tea, banana, mulberry... have been widely deployed to help increase stable income for people. These activities not only improve economic life but also raise awareness and production knowledge of people, creating a solid foundation for sustainable development.
