The dispatch stated: According to the bulletin of the National Center for Hydro-Meteorological Forecasting, on the morning of June 11, 2025, the tropical depression in the area east of Hoang Sa archipelago strengthened into a storm, storm No. 01 of 2025, internationally named WUTIP. At 1:00 p.m. on June 11, the center of the storm was at about 16.7 degrees North latitude; 112.5 degrees East longitude in the sea east of Hoang Sa archipelago. The strongest wind near the center of the storm is level 8 (62-74 km/h), gusting to level 10; moving in the West-Northwest direction at a speed of 10-15 km/h. It is forecasted that in the next 24 hours, the storm will move in the West-Northwest direction, at about 10-15 km/h and is likely to strengthen. To proactively respond to storm No. 01 and the risk of heavy rain causing flooding, flash floods, and landslides. The Chairman of the Provincial People's Committee requests departments, branches, sectors, organizations; members of the Provincial Steering Committee for Disaster Prevention and Control, and People's Committees of districts and cities to strictly implement Official Dispatch No. 86/CD-TTg dated June 10, 2025 of the Prime Minister and focus on implementing the following contents:
1. People's Committees of districts and cities:
- Regularly monitor and update storm developments and flood situations, promptly inform authorities and people at all levels, especially in remote areas, to proactively take preventive measures to ensure absolute safety for people and property.
- Organize inspection, review and practical implementation of dike protection plans; plans to protect key vulnerable points, especially locations where incidents have occurred but have not been handled or remedied; unfinished construction works following the "four on-site" motto to be proactive and ready to respond to all situations.
- Strengthen the inspection of the dike system, strictly carry out patrolling and guarding to protect dikes in the area; at the same time direct and thoroughly implement strictly in accordance with the provisions of the Law on Dikes and the guidance of the Ministry of Agriculture and Rural Development in Circular No. 01/2009/TT-BNN dated January 6, 2009.
- Check and clear drainage systems in urban areas, residential areas and agricultural production areas, especially construction works that affect drainage; prepare plans to drain water, protect agricultural production, low-lying areas, urban areas and industrial zones.
- Review and deploy safety measures for tourism, aquaculture, and fishing activities at sea, in estuaries, and along the coast.
- Organize inspection, counting, proactively inform and guide vehicles and ships still operating at sea to know, not to enter or exit dangerous areas or to return to safe shelters; take measures to ensure safety for ships at anchorage areas.
- Urgently direct the harvesting of rice and crops that are ready for harvest with the motto "green at home is better than ripe in the fields".
2. The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police proactively arrange forces and means to support the evacuation of people from dangerous areas, organize rescue, and overcome consequences when natural disasters occur.
3. The Department of Agriculture and Environment shall coordinate with the Provincial Irrigation Works Exploitation Company Limited, the Management Board of Agricultural and Rural Development Construction Investment Projects, the Management Board of Traffic Construction Investment Projects, and the People's Committees of districts and cities to inspect the implementation of measures to ensure the safety of dikes, dams, and unfinished construction works, and review the operating procedures to ensure proactiveness when incidents occur.
4. The Provincial Irrigation Works Exploitation Company Limited reviews and operates reservoirs according to approved operating procedures; ensuring absolute safety for the works and downstream areas.
5. Kim Son District People's Committee coordinates with the Provincial Border Guard Command and relevant agencies and units to closely monitor the storm's developments, proactively announce sea bans and organize evacuation to ensure the safety of people and property.
6. Ninh Binh Newspaper and Radio - Television, radio systems at all levels increase information on developments of storms, heavy rains, floods, landslides, and inundation to authorities at all levels, owners of vehicles operating at sea, and people to know and proactively prevent and respond.
7. Departments, branches and sectors, according to their assigned functions and tasks, coordinate with localities to deploy storm and flood response work according to regulations.
8. Organize on-duty seriously and regularly report to the Ninh Binh Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue.
