After merging with Dong Phong and Yen Quang communes, Nho Quan town (Nho Quan district) is the locality with the number of houses supported for new construction and major repairs with 36 households being repaired and newly built according to the province's policies. Up to now, 100% of households have started construction, 19/36 households have completed construction.
To help households build and repair houses, the town has promoted socialization, mobilizing resources with more than 200 working days, more than 80 million VND in cash, and supporting construction materials... from benefactors such as organizations, individuals, and relatives.
Mr. Quach Van Doan, Vice Chairman of Nho Quan Town People's Committee said: In reality, there are households that are eligible for support but do not need it, or do not have land use right certificates after separation from family, parents, siblings...
Pursuant to Decision No. 467/QD-UBND dated May 21, 2025 approving the results of the review of the need for support for new construction and housing repair in the second phase of 2025 in Ninh Binh province, Nho Quan town continues to review and start solving difficulties and shortcomings from the implementation of policies from the first phase to help households have more opportunities to receive support for building a warm home.
According to Decision 467, the town has 3 more households supported to build houses, including 2 poor households and 1 household with housing difficulties. The steering committee for implementing the elimination of temporary and dilapidated houses in the town has directed the Fatherland Front, departments, branches and organizations to quickly get involved to help households implement construction to keep up with the general progress of the province.
The family of Mrs. Tran Thi Minh Ly in Bai residential group is a poor household that has received support to build a new house. Mrs. Ly's house has an area of 55 m2 and is in the process of completion, expected to be completed by the end of June 2025.
Ms. Ly said: I live alone because my daughter got married far away, every time it rains, the level 4 house with proximang roof becomes more "fragile". I want to build a small, spacious house to feel secure in my old age, but "I am powerless" because I only do small business, have no other source of income. Along with the support from the provincial policy of 100 million VND, I also received the attention and sharing of the Party Committee, local government, relatives, and neighbors, so the house is expected to be completed with a budget of about 150 million VND.
Like Nho Quan town, communes, wards and towns in the province are speeding up the progress of completing the construction and repair of houses for beneficiaries under the first phase of the province's support policy and actively implementing screening, propaganda and mobilization to mobilize more resources to help households build and repair houses.
According to Decision No. 467/QD-UBND dated May 21, 2025 on approving the results of reviewing the need for support for new construction and house repair in the second phase of 2025 in Ninh Binh province, the total number of households in need of housing support in the second phase of 2025 is 251 households, of which 147 households are building new houses and 104 households are repairing.
The second round of support includes: households with revolutionary contributions, poor households, near-poor households, and households in especially difficult circumstances with a total support budget of 17,370 million VND.
Localities are actively implementing the program to eliminate temporary and dilapidated houses in the area to achieve progress and quality goals according to the issued plan.
Up to now, the commencement of new construction and repair of houses in the province according to Decision No. 170/QD-UBND dated March 6, 2025 and Decision No. 412/QD-UBND dated May 8, 2025 of the Provincial People's Committee has reached 100%.
Localities with high completion rates are: Kim Son district has 202 completed households, reaching 87.07%; Tam Diep city has 24 completed households, reaching 82.76%; Yen Khanh district has 131 completed households, reaching 64.53%; Nho Quan district has 252 completed households, reaching 64.29%; Gia Vien district has 44 completed households, reaching 59.46%; Yen Mo district has 103 completed households, reaching 52.28%...
Along with actively implementing the elimination of temporary and dilapidated houses according to Decision No. 170 and Decision No. 412 of the Provincial People's Committee, localities are resolutely implementing Decision No. 467/QD-UBND dated May 21, 2025; Decision No. 453/QD-UBND dated May 19, 2025; Decision No. 96/QD-UBND dated February 25, 2025 and Decision No. 447/QD-UBND dated May 18, 2025 of the Provincial People's Committee to ensure the goal of completing the Program on time as prescribed.
By the end of May 2025, the total mobilized budget for housing support in the province reached 140,084 million VND. Of which, the central budget is 3,744 million VND; the provincial budget is 110,716 million VND; the local budget is 1,742 million VND; other legally mobilized capital is 23,882 million VND.
Looking back at the program of eliminating temporary and dilapidated houses in the province over the past time, it shows that the program has received attention, focused leadership and effective implementation from the Provincial Party Committee, People's Council, Provincial People's Committee, local Party committees and authorities.
The program has mobilized the combined strength and all social resources, the participation of the entire political system, the business community and all classes of people, contributing to improving the quality of life and sustainable poverty reduction.
