Van Xuan Commune: Developing infrastructure, creating momentum for comprehensive development

Established on the basis of merging three communes: Van Xuan, Lam Son and Quang Huc, Van Xuan commune has entered a new stage of development with many opportunities and challenges. In the context of a large area, large population, and an administrative apparatus in the process of consolidation, the Party Committee and the commune government have clearly identified: Developing economic and social infrastructure is a strategic breakthrough, decisive to the comprehensive and sustainable development of the locality in the new period.

In reality, after the merger, the locality has to face many challenges: The administrative apparatus is in the process of being improved, the demand for investment is increasing while resources are still limited... It is in the midst of difficulties that the internal strength and political determination of the whole system are strongly aroused. The story of infrastructure development is a strategic choice to pave the way for growth. Comrade Phan Hai Phong - Vice Chairman of Van Xuan Commune People's Committee said: "Infrastructure development is a decisive step to exploit potential, expand development space, and at the same time improve the quality of life of the people. We clearly identify the role of the State in management and creation, but also do not underestimate the strength of businesses and the people. Mobilizing all resources, seizing opportunities, creating consensus, that is the way for Van Xuan to develop in the future."

Choosing infrastructure as a breakthrough is not a situational decision. Before the merger, all three communes of Van Xuan, Lam Son and Quang Huc had achieved positive results in new rural construction, especially in investing in essential infrastructure. In the period of 2021-2025, the total investment capital for basic construction in the whole area reached more than 493 billion VND, focusing on essential works such as rural traffic, intra-field canals, schools, cultural houses, medical stations, etc. The average traffic solidification rate reached 81.3%. This is an important premise, a "launching pad" for Van Xuan commune to continue to rise in the new development stage.

After the merger, with a large area and a large population, Van Xuan is under pressure to build a synchronous infrastructure not only to ensure connectivity and serve the people, but also to lead the economic restructuring. The commune focuses on implementing planning work, maximizing support from superiors, and proactively coordinating with functional sectors to mobilize and clear land, creating a favorable environment for investors. It is no coincidence that in the development orientation for the period 2025-2030, the commune chooses infrastructure as a breakthrough. This is a decision based on reality, closely linked to ongoing strategic projects such as: Van Xuan Industrial Cluster, Tam Nong Industrial Cluster with a total area of ​​nearly 150 hectares, especially the Tam Nong Eco-Resort Urban Area - Golf Course Project with a scale of nearly 500 hectares - one of the largest projects in Phu Tho province today. The reason strategic investors choose Van Xuan as a "development coordinate" is not only because of the land fund potential, but more importantly, because the locality has shown a spirit of solidarity and determination in improving infrastructure and the investment environment.

Thanks to its synchronous infrastructure, Van Xuan Industrial Park has been attracting businesses to invest.

Vice Chairman of the People's Committee of the commune Phan Hai Phong emphasized: "In the past time, the commune has vigorously implemented the site clearance work. The planning has been reviewed and adjusted appropriately. People have been mobilized with information and transparency. That is the way for us to create consensus, creating a premise for development." Along with that, the commune focuses on improving the effectiveness of state management in the field of basic construction, especially planning management, inspection and supervision of construction quality. Main roads, intra-field roads, electricity and irrigation systems have been upgraded synchronously to serve not only production but also meet the requirements of services - urban areas in the future. Encouraging businesses and people to participate in infrastructure projects through propaganda and mobilization is gradually changing the mindset of "waiting on the State", towards a development model with the cooperation of the community. Besides infrastructure, production - business activities have also flourished thanks to the convenient transportation platform. Currently, the whole commune has more than 540 individual business households in the fields of trade - services, transportation, mechanics, agricultural processing... Agricultural production models associated with VietGAP standards and value chain linkages are being encouraged to develop, gradually improving income and quality of life for people.

However, challenges in the coming time still exist: large scale poses higher requirements for governance; demand for investment capital increases but the ability to balance the budget is limited; digital transformation, green economic development, and circular economy are inevitable requirements but require new organizational and implementation capacity. In addition, environmental protection, especially in production areas and concentrated residential areas, needs more attention. From that reality, the commune has developed specific plans to implement infrastructure breakthroughs: Focus on re-planning land funds to serve industrial - urban - service development; prioritize projects with high spillover effects; upgrade infrastructure in production areas; improve land management and site clearance capacity; promote the effectiveness of resource mobilization forms... Infrastructure is not only a technical foundation for development, but also a concrete manifestation of the vision and organizational and implementation capacity of local Party committees and authorities in the new development stage. With methodical steps, proactive vision and action, Van Xuan commune is showing a strong desire to rise up - not only to "fill" the space after the merger, but also to build a sustainable, modern future with its own identity.
