VNPT Maintains the "backbone" of national digital infrastructure

July 1, 2025 marks an important milestone in the administrative reform process in Vietnam, when the three-tier management model is converted to two-tier.

In this historic "reorganization of the country", VNPT Group has affirmed its role as the "backbone" of the national digital infrastructure, ensuring a smooth, safe and efficient flow of data from the highlands to the central government.

Campaign to build "digital highway"

The whole country is entering a historic restructuring of unprecedented scale, from 63 provinces/cities down to 34 administrative units. This journey of "rearranging the country" requires restructuring of data and digital operating systems at the national level.

All records, data, and administrative processes that are currently being processed in a decentralized manner according to new requirements must be brought to centralized operation at the National Public Service Portal (NPSP). In response to that requirement, VNPT has launched a campaign to "spread the digital highway" - a rapid general attack on the transmission infrastructure from the central level to the communes and wards.

In just a few weeks, the entire connection system from the grassroots level was upgraded synchronously. Bandwidth from communes and wards to provinces and cities was doubled, reaching 200Mbps in more than 88% of old and new communes.

Routes from provinces to regional centers have also been expanded four times compared to before, completed in all 63 localities. Of the 34 new administrative units, 33 are ready to operate on the Dedicated Data Transmission Network (TSLCD) system. Only Son La is still being completed in the next few days.

Nearly 6,000 VNPT technical staff have been mobilized, with two permanent staff at each commune/ward to handle incidents within 15 minutes.

Not stopping at upgrading local infrastructure, VNPT also focused on strengthening central connection lines. The trunk system between VNPT and the Central Post Office was comprehensively upgraded, bringing traffic to 3 regional centers with bandwidth from 1Gbps to 10Gbps, with dual redundancy configuration to ensure continuity.

The connection line from TSLCD Network to Nam Thang Long Data Center has been upgraded from GE standard to 10GE, meeting the sudden increase in load when national data is gathered to the National Public Service Portal (DVCQG).

Before June 29, 2025, the Metronet inter-provincial channel of the Dedicated Data Transmission Network (TSLCD) in 14 provinces/cities has been upgraded to 200Mbps, ensuring the provision of centralized public services with high efficiency.

Ensure smooth operation and absolute safety

In parallel with the expansion of the "digital highway", VNPT deployed a 24/7 monitoring and operation system. Nearly 6,000 VNPT technical staff were mobilized, with two permanent personnel at each commune/ward to handle incidents within 15 minutes. The security system was also heavily invested.

The SRX5400 firewall at the center achieves an actual load of 15Gbps and can be expanded to 20Gbps, ensuring high security for DVCQG data. In particular, the system has the ability to automatically activate bandwidth increase to 10Gbps if it detects exceeding the traffic threshold, helping to maintain speed and stability in all situations.

These efforts have yielded results beyond expectations. During the peak period from June 10 to June 30, Internet traffic at the National Public Service Portal increased by more than 200%, reaching a peak of 5.57Gbps – equivalent to 55% of the total system load. However, there were no interruptions or network congestion.

On July 1, the time when the two-level government officially operated, almost all electronic records generated nationwide were synchronized to the National Public Service Portal before 5:00 p.m. the same day.

In hotspots such as Ho Chi Minh City, Ninh Binh, and Thua Thien-Hue, access times to public service portals have decreased by 20 to 40 percent compared to the previous week. People in mountainous communes can now submit applications on the spot, without having to travel to the district or province. Data is transmitted directly to the central government at high speed, helping to reduce processing time.

The system also gives special priority to secure connections for Party and State agencies, ensuring that 100% of provincial and communal Party Committee Offices can send and receive urgent telegrams almost instantly.

More than 3,200 online meeting points of the VNPT-VCS system are connected seamlessly to the central government, helping leaders at all levels to hold meetings and give instructions without leaving their localities, saving time and increasing operational efficiency.

The highlight of VNPT's "digital highway" campaign lies not only in speed and scale, but also in overall thinking. Not simply "building a gate", VNPT has created a complete ecosystem - from transmission infrastructure, professional software (VNPT iGate, VNPT iOffice), to a "digital combat" technical team that always stands side by side with the people and local authorities.

This result has helped the "backbone" of the national public service system operate stably, safely, and smoothly, meeting the needs of handling administrative procedures for people right from the first day of implementing the two-level government model.

This also shows that the combination of technology - people - process has created an exemplary model for administrative digital transformation, helping Vietnam not only merge a streamlined apparatus but also promote transparency, efficiency and comprehensive modernization.
