VNNIC and Lam Dong join hands to promote digital transformation using Internet resources

VNNIC and the Department of Science and Technology of Lam Dong province have just signed a strategic cooperation agreement to enhance the development and management of Internet resources. This event opens a new chapter, creating momentum for Lam Dong to make a breakthrough in digital transformation, building modern digital infrastructure and enhancing the capacity of people and businesses.

On the morning of August 12, 2025, at the Department of Science and Technology of Lam Dong province, the signing ceremony of the cooperation agreement between the Department of Science and Technology of Lam Dong province and the Vietnam Internet Center - VNNIC (represented by the Vietnam Internet Center (VNNIC) Branch in Ho Chi Minh City) took place.

Internet infrastructure – the foundation for digital economy

In the context of digital transformation being an inevitable trend, the development of Internet resource infrastructure, especially the national domain name ".vn", IPv6 address, and digital data platform, is the fundamental factor to build a sustainable digital society and digital economy locally.

Speaking at the signing ceremony, Mr. Do Quang Trung - Head of Vietnam Internet Center Branch in Ho Chi Minh City acknowledged that Lam Dong province is one of the pioneering localities in the country in applying new technology, with many outstanding results, creating a solid foundation for Lam Dong province to continue to lead in digital transformation and digital economic and social development.

Regarding IPv6 conversion, the province has implemented it very effectively, especially for the core network of the Data Integration Center and the entire system of state agencies in the area. Lam Dong has planned, optimized, modernized the network infrastructure, multi-home routing, deployed DNSSEC for the lamdong.gov.vn domain name, and ensured protection against DDoS attacks. Up to now, the province's electronic information portal, state agency information pages and public service systems have operated on the IPv6 platform, and the access network in districts and cities has also been converted to dual-stack IPv6. Training and coaching activities have been focused on, with IPv6 training courses for technical staff of agencies, units and enterprises across the province.

Routing security is also emphasized, when Lam Dong province has signed ROA/RPKI for all IP/ASN resources of the province, ensuring safety and reliability in network connection; deploying VNIX connection testing to help synchronize national DNS, signing secure DNSSEC; coordinating the implementation of monitoring traffic of the province's network system.

Regarding the development of the national domain name ".vn", understanding the spirit that "The national domain name '.vn' is not only an online address but also a brand, a digital home and a representation of Vietnam's digital sovereignty, Lam Dong province has actively implemented the Program to promote and support people, businesses and business households to have a reliable and safe online presence with digital services using the national domain name ".vn" in Lam Dong province, contributing to improving the e-commerce index and digital transformation.

Internet resource management is also strictly implemented, including coordination of inspection and testing of international domain names, and dissemination of legal documents related to the management and use of Internet resources.

In addition, the province has promoted the application of i-Speed so that people can proactively measure the quality of Internet access, creating an accurate data source to monitor and improve service quality. Data sharing on local Internet resources is always carried out promptly, serving well the management, operation and orientation of the development of the province's digital infrastructure.

Speaking at the ceremony, Mr. Vo Thanh Cong - Director of the Department of Science and Technology of Lam Dong province emphasized: In the trend of strong global digital transformation, Internet resources - especially domain names, IP addresses, network infrastructure - are not only a means of connecting information, but also an important foundation to promote socio-economic development. The implementation of the Program to promote safe and reliable online presence with digital services using the national domain name ".vn" is a key task, contributing to supporting people, businesses, and business households to improve digital capacity, expand markets, promote e-commerce, education, health and culture. In the past time, the Department of Science and Technology has implemented practical activities suitable to local conditions, such as: Organizing the Contest "BrandID - Digital Citizen with the domain name id.vn"; promoting support for students at universities and colleges in Lam Dong province to use the national domain name .vn. At the same time, the Department of Science and Technology of Lam Dong province will continue to inherit, promote and do better the work that the two sides have coordinated to implement before.

New impetus for digital infrastructure development

The cooperation agreement between the two units creates new momentum for digital infrastructure development to specify and focus on 5 key objectives: (1). Strengthen coordination in managing and monitoring Internet resources locally, ensuring consistency and efficiency; (2). Promote the use of the national domain name ".vn" and support people, organizations, businesses, and business households to maximize the benefits of digital services to carry out the task of developing Internet resources, the Internet, and popularizing the national domain name ".vn" locally; (3). Develop human resources, improve technical capacity for state management officials, and IT engineers locally; (4). Support planning of Internet connection infrastructure, towards connecting to the national Internet exchange point (VNIX), developing the new generation Internet (IPv6), the Internet of Things (IoT), the industrial Internet, and new Internet technologies; (5). Deploying the Internet service quality measurement tool - iSpeed, contributing to reflecting the actual quality of Internet access in the area.

According to the agreement, the two sides will coordinate to organize workshops, intensive training, data sharing, community communication, and regular meetings to evaluate progress. The cooperation period is 05 years, with a flexible adjustment mechanism according to practice.

On the same day, the Department of Science and Technology and VNNIC, together with departments, branches, universities and colleges in Lam Dong province, discussed the implementation and removal of difficulties in the Program to promote and support people, businesses and business households to access online services reliably and safely with digital services using the national domain name ".vn" in Lam Dong province, striving to achieve a domain name registration rate of 60 - 70% of the total number of beneficiaries in the program, contributing to improving the province's e-commerce (EBI), digital transformation (DTI) and innovation (GII) indicators.

Overview of the exchange

The signing ceremony is not only a milestone marking the connection between the two units, but also has strategic significance for Lam Dong province in the process of realizing the goals of the Resolution of the Party and the Government on digital transformation, innovation and development of science and technology. Through the effective management and exploitation of Internet resources, especially promoting the use of the domain name ".vn", aiming at the common goal of developing digital citizens, digital society, digital economy for all people and business community in the province.
