On the afternoon of June 24, the National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on Election of National Assembly Deputies (NADs) and People's Council Deputies (PCs).

Regarding the structure, composition and number of delegates, the Delegation Work Committee accepts the opinions of the National Assembly Deputies on adding the phrase "ethnic characteristics and structure" in Article 9 and stipulates as follows: "The number of candidates who are ethnic minorities is determined in accordance with the characteristics, ethnic structure and specific situation of each locality".

Delegates also gave comments on specific structures, composition, and number of delegates; increasing the proportion of full-time delegates; increasing the number of delegates residing and working locally; and the proportion of delegates at the central and local levels.

Regarding this issue, based on the policy of the competent authority, the National Assembly Standing Committee will issue a Resolution on the number, structure, and composition of the 16th National Assembly deputies and People's Council deputies for the 2026-2031 term.

Other contents are about the responsibility of introducing female candidates for People's Council deputies at all levels and the participation of the Vietnam Women's Union as well as socio -political organizations in building the proposed structure and composition.

The Delegation Work Committee said that the draft law stipulates that it is necessary to "agree with the Standing Committee of the Vietnam Fatherland Front" when developing the proposed structure; after the arrangement, socio-political organizations, of which the Vietnam Women's Union is a member organization under the Vietnam Fatherland Front, can participate in giving opinions on these issues.

Regarding the percentage of female candidates for the National Assembly and People's Council and the sanctions for local Party leaders who fail to meet this percentage, the Delegation Work Committee said that the current law stipulates that this percentage is at least 35%, so localities can nominate at a higher percentage. The election of female candidates depends on the trust of voters. Therefore, the responsibility of leaders when this percentage is not met is not really appropriate.

However, the Delegation Work Committee noted this opinion to advise competent authorities to continue taking measures to enhance the capacity and quality of female candidates recommended for election.

Regarding election campaigns, there are opinions that only conferences should be held to directly contact voters; applying online forms at the commune level is not appropriate.

Propose to stipulate the agency responsible for ensuring technical conditions and network information security in contact with voters; add "other forms", including election campaigning via social networks.

Accepting opinions, the law only stipulates principles, in practice implementation will be decided by the agency presiding over the voter contact conference to ensure suitability with practical conditions in each locality.

At the same time, there are regulations on only organizing online events when ensuring technical conditions, safety, and network security.

There is no regulation to expand "other forms" to avoid campaigning and contacting voters on social platforms while there is no mechanism to control and ensure fairness between candidates and security and safety during elections.
