On June 24 in Tianjin, China, Politburo member and Prime Minister Pham Minh Chinh held talks with Chinese Premier Li Qiang.
Prime Minister Li Qiang welcomed and highly appreciated Prime Minister Pham Minh Chinh's third consecutive attendance at the WEF Conference held in China, demonstrating Vietnam's high regard and top priority for China and the Vietnam-China relationship.
Prime Minister Pham Minh Chinh suggested that both sides further promote the pivotal role of security and defense cooperation in the overall bilateral relationship; improve the quality and effectiveness of substantive cooperation in all fields, maintain regular activities of the Intergovernmental Working Groups on land infrastructure, currency and maritime cooperation and the Economic-Trade, Science-Technology Cooperation Committees; and consider establishing new Working Groups in the fields of education, training, finance, culture and people-to-people exchange.
The Prime Minister proposed that the two sides synchronously deploy three standard-gauge railway lines connecting Vietnam and China, with priority given to accelerating the construction of the Lao Cai - Hanoi - Hai Phong route in December 2025; hoping that China would support Vietnam with preferential loans, technology transfer, human resource training and cooperation in building a synchronous and modern railway industry.
The Prime Minister proposed that China expand imports of Vietnamese agricultural products, strengthen cooperation in electricity connectivity, accelerate the construction of smart border gates, and study a pilot model for building a cross-border economic cooperation zone.
The Prime Minister also suggested that the two sides cooperate in investing in building large projects that are symbolic of the bilateral relationship; further deepen cooperation in science and technology, innovation, healthcare, culture, sports, tourism, and aviation; enhance local cooperation and people-to-people exchange, especially between the young generations of the two countries; and support each other within multilateral frameworks.
Agreeing with the cooperation proposals of Prime Minister Pham Minh Chinh, Prime Minister Li Cuong hoped that the two countries would successfully organize the 17th Meeting of the China-Vietnam Bilateral Cooperation Steering Committee and the strategic dialogue mechanism between the three ministries of Foreign Affairs, Public Security, and National Defense, and comprehensively promote cooperation between the two countries in the direction of "6 more".
Premier Li Qiang affirmed that China is ready to accelerate the connection of development strategies with Vietnam, expressing his appreciation for Vietnam's wish to soon start construction of standard gauge railways connecting the two countries. Accordingly, Premier Li Qiang suggested that the two sides soon hold the first meeting of the Joint Committee on Railway Cooperation, accelerate feasibility studies, and apply the best plan to implement construction on the basis of ensuring science, safety and standards.
Prime Minister Li Qiang affirmed that China is ready to expand the import of many high-quality products and goods from Vietnam, encourage capable enterprises to invest in Vietnam in the fields of AI, digital economy, green economy, new-generation 5G, satellite applications; is ready to enhance people-to-people exchanges, accelerate aid projects on people's livelihood, and directly benefit people at the grassroots level.
At the talks, Prime Minister Li Qiang welcomed Vietnam's decision to become a partner of BRICS.
