On the evening of June 26, Prime Minister Pham Minh Chinh and the high-ranking Vietnamese delegation arrived in Hanoi, successfully concluding their working trip to attend the 16th Pioneers Annual Meeting of the World Economic Forum (WEF Tianjin 2025) and work in China at the invitation of Premier of the State Council of the People's Republic of China Li Qiang and Chairman and CEO of the World Economic Forum Borge Brende.
With the participation of more than 1,700 delegates representing governments , businesses, international organizations, and scholars from nearly 100 countries and territories, the WEF Tianjin Conference is considered a forum for "pioneers" to evaluate and discuss new trends and major issues facing the global economy, promote international cooperation, especially public-private cooperation contributing to economic growth and sustainable development.
The forum has created a space for comprehensive and effective dialogue and connection between the government and businesses, between policies and implementation practices in the overall picture of the current regional and global economy.
The Prime Minister's working trip to attend the WEF Tianjin Conference is of great significance. This is the third consecutive year that Vietnam has been invited by the host country China and the World Economic Forum to attend the forum of "pioneers".
This affirms China's importance to the Vietnam-China Comprehensive Cooperative Partnership, the international community's appreciation of Vietnam's development achievements, strategic development orientations, potential, position and international prestige.
The Government and Prime Minister's management as well as the important contributions, demonstrating the Prime Minister's strategic thinking and vision at the WEF Conferences over the past three years, have also left a deep impression on the international community.

Entrepreneurship for a new era
With the large scale and global nature of the Conference, Prime Minister Pham Minh Chinh's working trip brought an important message as the name of the Conference, which is "the spirit of entrepreneurship for a new era", attracting maximum international resources to serve the country's development.
The Conference Organizing Committee and the host country of China gave the Prime Minister and the high-ranking delegation of Vietnam a solemn and thoughtful welcome, thereby expressing respect and appreciation for the role, position and prestige of Vietnam. With 30 bilateral and multilateral activities during the working trip, the Vietnamese delegation left its mark and made important contributions to the overall success of the Conference, which was closely followed and interested by regional and international public opinion.
Prime Minister Pham Minh Chinh, together with leaders of the World Economic Forum, leaders of countries, international organizations, and delegates attending the Conference, had in-depth and substantive discussions to clarify the general picture of the volatile global and regional economy with many potential risks and challenges, especially the adjustments of global trade.

In that context, the leaders emphasized that emerging economies, especially in Asia, will continue to play a driving role in growth. In addition, new technology trends, the role of emerging economic sectors associated with green transformation, digital transformation, energy transformation, etc. are also important topics that leaders and delegates attending the Conference pay special attention to and share their views.
These are also important contents in line with the goals and development orientations in all aspects of Vietnam in the new era of the nation.
In particular, the highlight of the Conference with the participation of the Prime Minister was the Special Policy Dialogue on the theme "Vietnam's New Era: From Vision to Action" with the coordinator being WEF Executive Chairman Børge Brende. The WEF Executive Chairman said that the number of registrants for this special discussion session far exceeded the capacity.
Here, the Prime Minister shared with international friends the motivating and inspiring story of a Vietnam that is "thinking big, acting big, reforming big" with a "four-pillar policy" breakthrough in science and technology, private economy, deep international integration and innovation in law-making and enforcement; about the foundations and bases for Vietnam to grow from 8% in 2025 and double-digit growth in the coming years, in contrast to the decline in growth of the world economy.
From a multilateral perspective, Prime Minister Pham Minh Chinh delivered the opening speech and was the keynote speaker at the Discussion Session "Is the Asian Century Facing Challenges?". This is one of the most important and anticipated Discussion Sessions of this year's Conference with the participation of many government representatives, businesses, scholars and international organizations.
The Prime Minister affirmed that Asia has sufficient foundations and bases to continue to develop, rise up, and play a pivotal and leading role in the global economy. The Prime Minister proposed "5 pioneers" of strategic significance for Asia in maintaining a peaceful and stable environment; developing science, technology and innovation; promoting economic connectivity and global integration; promoting entrepreneurship and business development; connecting culture and society and ensuring that people are at the center of all strategic policies.

The Prime Minister also proposed two specific initiatives on the "Asian Innovation Network" and the "Asian Innovation Portal" to enhance connectivity between regional research institutes and universities and support small and medium-sized enterprises. These proposals were welcomed by delegates, thereby contributing positively to the aspiration of building an "Asian Century" of peace, stability, development and prosperity.

"I believe countries will choose the best path"
In particular, Prime Minister Pham Minh Chinh made profound comments on the world situation, frankly shared and clarified many related strategic issues that international delegates were very interested in, especially Vietnam's viewpoint on current emerging international issues; the impact of geopolitical complexity on Vietnam's development; Vietnam's behavior in strategic competition to maintain balance in relations with major countries.
According to the Prime Minister, Vietnam is not subjective but always confident and courageous to maintain balance in relations between different partners, balance but based on principles, firmly following the foreign policy of independence, self-reliance, multilateralization, diversification; being a friend, a reliable partner, an active and responsible member of the international community; implementing the "4 no's" defense policy. Between dialogue and confrontation, Vietnam chooses dialogue, at the same time, both fighting and cooperating, "whatever can be cooperated must be fully exploited, whatever needs to be fought for must be fought to the end, without sacrificing its core interests".
Regarding the current challenges facing the world, the Prime Minister said that we have gradually become accustomed to the risks and uncertainties of the world over the past few years; "we have lived through ups and downs, joys and sorrows, we are ready to accept any unexpected problems. The most important thing is to maintain the spirit, steadfastness and development goals, for peace, cooperation, development and a happy life for everyone, leaving no one behind".
Besides, this is also an opportunity for countries to look back at themselves, look back at the current world relations, restructure the economy towards improving labor productivity, economic quality, competitiveness and responding promptly, flexibly and effectively to external shocks. The more pressure there is, the more efforts are made to strive to rise up.

The Prime Minister said that building an independent and self-reliant economy in parallel with active and proactive international integration, deeply, substantially and effectively, promoting the core values of each nation while strengthening solidarity, unity, and upholding multilateralism is a common trend and perhaps a common advantage of all countries in the world, but countries need to ensure that it is beneficial to themselves, to Asia, and to the world, and that they can compete with each other, optimize benefits, and solve one problem without losing anything else.
"I believe that all countries are very smart and will choose the best path..., so that every day we can have a better life, love each other more and see that life is truly meaningful. The value of international relations is to bring common values to each nation, both material and spiritual, to become more and more beautiful. That is the choice that I believe we should aim for," the Prime Minister shared.
Sharing more about his views on Asia, the Prime Minister said that each country as well as each person in a community must be united and share with each other; in the community, the strong must shoulder and help the weaker, and when a person has received support from others to grow and mature, he must have the obligation and responsibility to return in helping others. That is also the fundamental, humane, core value of people as well as of countries in the world, including Asia.
Responding to the moderator's question about tariff negotiations with the United States, the Prime Minister said that Vietnam is always ready to dialogue and cooperate to resolve differences and disagreements, ensure harmony of interests and satisfactorily resolve the concerns of partners, countries and the international community. Therefore, Vietnam is in dialogue and is always ready to dialogue with the US government, with a positive spirit, contributing to peace, stability, cooperation and development, for fairness, social progress, leaving no one behind.
Vietnam's stance is not to sacrifice its core values but also not to affect the interests of others; to achieve one thing but not to affect another. The Prime Minister expressed hope that "everything will be fine".
During his attendance at the Conference, the Prime Minister had meetings with many heads of state, heads of government, leaders of countries as well as partners and businesses. The Prime Minister and leaders of countries agreed on important and practical directions and measures to strengthen bilateral relations.
Immediately after the dialogue sessions ended, many international delegates and scholars still asked questions and received information from the Prime Minister regarding Vietnam's strategic breakthrough reforms in recent times.
Mr. Peter Brabeck-Letmathe, WEF Interim President and Mr. Borge Brende, WEF Executive Chairman both highly appreciated Vietnam's flexible and effective economic management and foreign policy; as well as the GDP growth rate of more than 7% in 2024 and the impressive double-digit growth target in the coming years, contrary to the trend of declining global economic growth.
Mr. Brende affirmed that Vietnam is an attraction of WEF and the WEF business community is very interested in Vietnam. The Prime Minister's dialogue events for 3 consecutive years at WEF Conferences have always created deep impressions, inspired with strong messages, helping businesses better understand Vietnam's policies and pay more attention, learn about opportunities to promote investment in Vietnam.

Concretizing the common perception of senior leaders of Vietnam - China
Prime Minister Pham Minh Chinh's working visit to China took place in the context of Vietnam - China relations entering a new stage of development, more comprehensive, effective, substantive and sustainable, and was even more meaningful as it took place during the Year of Humanitarian Exchange, commemorating the 75th anniversary of the establishment of Vietnam - China diplomatic relations.
With the focus on promoting the implementation of the important common perceptions of the top leaders of the two Parties and two countries, especially the Joint Statement during the State visit to China by General Secretary and President To Lam in August 2024 and the State visit to Vietnam by General Secretary and President Xi Jinping in April 2025, Prime Minister Pham Minh Chinh's working trip to China was very successful and achieved rich and substantial results in many aspects.
In a friendly, sincere and open atmosphere, Prime Minister Pham Minh Chinh had in-depth talks with Chinese Premier Li Qiang to enhance political trust, expand substantive cooperation, and better control disagreements, bringing the Vietnam-China Comprehensive Strategic Cooperative Partnership and Community of Shared Future to strategic significance for stable, healthy, effective and long-term development.

In the spirit of the Vietnam-China Joint Statements reached during the visits of the two General Secretaries, the two Leaders agreed to enhance the effectiveness of cooperation mechanisms, better meeting the development requirements in the new era and period of the two countries and the Vietnam-China relationship.

The two sides agreed to promote people-to-people exchanges and organize activities well during the Vietnam-China Cultural Exchange Year 2025, commemorating the 75th anniversary of the establishment of diplomatic relations between the two countries. In that spirit, Vietnam and China will continue to strengthen cooperation in the fields of culture, education, and tourism; effectively implement and improve the effectiveness of friendly exchange mechanisms; and promote the dissemination of the traditional friendship between the two Parties, the two countries, and the two peoples.
Bilateral working activities in Tianjin and Shanghai with Chinese leaders have contributed to creating a favorable foundation and orientation for Vietnamese ministries, sectors and localities to enhance friendly exchanges and substantive cooperation, expand cooperation opportunities, enhance understanding and mutual learning, and bring practical opportunities for people, businesses and localities of the two countries.

Important milestones in economic cooperation
An important highlight of the working trip is economic cooperation, as WEF Tianjin 2025 is an important, large-scale event of the World Economic Forum, and Tianjin and Shanghai are also leading economic centers of China.
During his working trip, Prime Minister Pham Minh Chinh visited the Shanghai Stock Exchange - the largest stock exchange in China and Asia, and the third largest in the world, to exchange and learn from experience in developing the stock market and international financial center.
The Premier visited the Shanghai Pudong Development and Opening-up Exhibition Hall and learned about the reform measures and achievements in Pudong's 30 years of development and opening-up, including infrastructure construction, the establishment of the Shanghai Free Trade Zone and other landmark achievements.

Through the visit and study, the Prime Minister emphasized some important lessons learned from the development of Pudong and Shanghai: Planning must be one step ahead; financial resources; human resource training; selecting core technology for development; improving the material and spiritual life of the people; new Chinese policies are piloted in Shanghai.
The Prime Minister also spent time meeting with Professor Dao Nhat Dao - Director of the China Special Economic Zone Research Center at Shenzhen University to continue sharing experiences on development models such as special economic zones, free trade zones, international financial centers, private economic development, state-owned economy, public-private partnership models, etc. and cross-border economic cooperation between Vietnam and China.
The Prime Minister called on the business communities of the two countries to continue to promote their role as a bridge, an important pillar connecting the two economies, the two countries, creating development, and mutual benefit; affirming that although businesses coming to do business in Vietnam face certain difficulties due to external factors, they will certainly become more and more favorable and have a foundation to achieve higher added value. Representatives of the corporations all highly appreciated Vietnam's investment and business environment, especially the recent revolutionary changes towards being more open, favorable and transparent to investors; at the same time, they expressed their desire to strengthen cooperation and long-term investment in Vietnam, especially in strategic areas, Vietnam's top priorities today such as building an international financial center, railway projects, highways, seaports, airports, civil aviation, digitalization, semiconductors, artificial intelligence, startups, innovation, high-tech agriculture, etc.
Many corporations proposed specific cooperation projects with strong commitments on progress, quality, safety, and environment.
