Attending the conference were Senior Lieutenant General Trinh Van Quyet, Secretary of the Party Central Committee, Director of the General Department of Politics of the Vietnam People's Army; members of the Party Central Committee, leaders of the Central Inspection Commission , representatives of the leaders of the Central Party Committees; leaders of the inspection commissions of the Party Committees, provincial Party Committees, and city Party Committees directly under the Central Committee.
The conference was held in person at the Central Inspection Commission and online at 69 locations nationwide with nearly 8,000 delegates attending.
Comrade Tran Van Ron, member of the Party Central Committee, Permanent Deputy Head of the Central Inspection Commission presented a preliminary report at the Conference.
Reporting on the results of the first 6 months of 2025, comrade Tran Van Ron, member of the Party Central Committee, Permanent Deputy Head of the Central Inspection Commission, stated that, closely following the direction of the Central Executive Committee, the Politburo, the Secretariat and General Secretary To Lam , Party committees at all levels paid attention to leading, directing and directly implementing inspection and supervision work with very high political determination.
The Central Inspection Commission and the inspection commissions of localities and units have comprehensively and effectively implemented the tasks prescribed by the Party Charter and the tasks assigned by Party committees and Steering Committees on corruption prevention and control, waste and negativity at all levels. The quality, effectiveness and efficiency of inspection and supervision work have been increasingly improved, making an important contribution to the prevention and control of corruption and negativity, building a clean and strong Party, maintaining discipline, actively contributing to socio-economic development, and consolidating the trust of cadres, Party members and people.
In recent times, the Central Inspection Commission has advised the Central Executive Committee, the Politburo, and the Secretariat to issue 15 regulations, processes, statutes, conclusions, and guidelines on inspection, supervision, and party discipline work; promptly updated new viewpoints, policies, and contexts. For the first time, the Central Inspection Commission has advised the Politburo and the Secretariat to establish 19 delegations to grasp the situation, urge, guide, and inspect a number of key work topics in 2025 of the Politburo and the Secretariat for 69 party organizations under the Central Committee. The inspections have had a positive impact on party organizations in implementing major policies of the Party.
Conference Delegates
In the first 6 months of 2025, Party committees at all levels inspected more than 10,100 Party organizations and more than 55,300 Party members; inspected 153 Party organizations and 655 Party members when there were signs of violations. Inspection committees at all levels inspected 412 Party organizations and 1,559 Party members when there were signs of violations; concluded that 323 Party organizations and more than 1,300 Party members had violations and shortcomings; considered disciplining 91 Party organizations and 705 Party members. Inspected the implementation of inspection and supervision tasks of 5,742 Party organizations; inspected Party finances on the content of budget revenue, expenditure and production and business of 489 Party organizations; on the content of collection, payment, management and use of Party fees of 5,646 Party organizations and nearly 70,000 Party members.
Regarding the supervision of party organizations and party members, Party committees at all levels and Party cells have supervised 8,380 party organizations and more than 28,000 party members; concluded that 195 party organizations and 430 party members had violations and shortcomings; and transferred 2 party organizations and 15 party members for inspection when there were signs of violations. Inspection committees at all levels have supervised more than 5,400 party organizations and nearly 7,600 party members.
Since the beginning of the year, Party committees at all levels and Party cells have disciplined 154 Party organizations and 4,264 Party members, including 1,005 Party committee members; Inspection committees at all levels have disciplined 76 Party organizations and 2,611 Party members, including 800 Party committee members.
The task of resolving denunciations and complaints about party discipline is carried out in accordance with regulations and authority. In controlling assets and income, the inspection committees of localities and units have inspected the declaration of assets and income of 1,441 party members; concluding that 116 party members have committed violations and shortcomings.
The conference agreed on the direction and tasks from now until the end of 2025, in which the Central Inspection Commission and inspection committees at all levels proactively advise, coordinate, and ensure the quality and progress of the tasks assigned by the Central Executive Committee, the Politburo, the Secretariat, and Party committees at all levels; strongly innovate the thinking, methods, and ways of organizing inspection and supervision work in the spirit of the direction of General Secretary To Lam; shift the focus to effectively implementing supervision work to ensure that resolutions, directives, and conclusions of the Party Central Committee, the Politburo, and the Secretariat are implemented promptly, effectively, in the right direction, and in accordance with regulations; link inspection and supervision work with power control.

The conference listened to representatives of the Office of the Central Inspection Commission report on the results of digital transformation of the Party Inspection Sector in the first 6 months of the year, and the 6 key tasks for the last 6 months of 2025. The delegates were leaders of the inspection committees of a number of units and localities, discussing and sharing experiences on inspection and supervision work; building a database to serve inspection and supervision work towards "inspection on data, supervision on data"; organizing and operating the inspection committee apparatus to meet the requirements of the tasks of the 2-level local government model associated with the policy of arranging the chairman of the inspection committee to not be a local person; inspecting and supervising the leadership, direction and organization of implementation of handling backlogged, prolonged projects, slow land use, causing waste...

Speaking at the Conference, Comrade Tran Cam Tu, Politburo member and Standing member of the Secretariat, acknowledged and highly appreciated the Party committees and inspection committees at all levels for proactively developing, implementing and completing the inspection and supervision work programs and plans as set out; at the same time, completing the tasks assigned by the Central Executive Committee, the Politburo and the Secretariat. The inspection results have helped Party organizations raise awareness and responsibility, promptly overcome shortcomings and limitations, and at the same time direct the removal of difficulties and obstacles, contributing to the timely and effective implementation of the Party's major policies.
Emphasizing that the period from now until the end of the year is a very important period, comrade Tran Cam Tu noted that in just one week, the country will enter a new historical period, the two-level local government system will come into operation, the political system will be streamlined, the amount of work to be completed is very large, the requirements are very high and timely. Therefore, comrade Tran Cam Tu requested the Party Inspection Sector to continue to thoroughly grasp and promptly and effectively implement the Party's regulations on inspection and supervision work, especially the newly issued regulations; the directions of the Politburo, the Secretariat, and General Secretary To Lam. Timely advise on the promulgation, amendment, supplementation, and completion of regulations, statutes, and procedures on inspection, supervision, and discipline work of the Party in accordance with the organizational model of the political system; effectively deploy inspection and supervision work to resolve "hot" issues of public concern...
Comrade Tran Cam Tu requested to strengthen inspection and supervision, promptly detect, prevent, and warn of violations and shortcomings in the implementation of the Party's major policies and decisions on national development in recent times; promptly detect, inspect, and resolutely handle party organizations and party members who have degraded in political ideology, ethics, lifestyle, "self-evolution", "self-transformation", and violated what party members are not allowed to do and the responsibility to set an example... The Party Inspection Sector needs to focus on performing well the inspection and supervision of the organization and implementation of Party Congresses at all levels towards the 14th National Party Congress; closely monitor and ensure the organization of Party Congresses in accordance with procedures and regulations; continue to build streamlined, effective and efficient inspection committees at all levels; perfect the organizational model of the Party Inspection Sector; arrange enough inspection staff at all levels and implement the policy of arranging heads of provincial, communal and equivalent inspection committees who are not local people. Along with that, promoting connection, sharing data smoothly, accurately, promptly, serving comprehensive and effective inspection and supervision work in the entire political system, promoting digital transformation, applying information technology to further improve the quality, effectiveness, efficiency of inspection, supervision and discipline work of the Party.

Concluding the Conference, Comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission, requested local Party committees and inspection committees and units to continue to closely coordinate and be determined to successfully complete the tasks of the last 6 months of the year and the coming period in accordance with the direction of the General Secretary and the Standing Member of the Secretariat; to step up regular supervision, to avoid gaps or missed work or delays. The inspection work not only focuses on Party organizations and Party members but also on key areas such as: socio-economic development, digital transformation; the process of reorganizing the apparatus of the political system, implementing the two-level local government model from July 1, 2025; and monitoring 28 groups of tasks assigned by the Politburo to authorities at all levels. At the same time, implement the roadmap to deploy the Party Inspection Sector's digital platform, apply technology to master the system, ensure absolute safety and data security, and prevent information leakage.
