National acceptance of the Project "Improving the mechanism for implementing the Party's democratic centralism principle in the new situation"

On the morning of May 31, 2025, at the Ho Chi Minh National Academy of Politics, the Central Theoretical Council held a national acceptance conference for the State-level scientific project "Improving the mechanism for implementing the Party's democratic centralism principle in the new situation", code KX.04.10/21-25, chaired by the Central Inspection Committee and headed by Mr. Tran Tien Hung, member of the Party Central Committee, Deputy Head of the Central Inspection Committee. Prof. Dr. Nguyen Xuan Thang, member of the Politburo, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, chaired the acceptance council.

Prof. Dr. Pham Minh Tuan, Deputy Editor-in-Chief of Communist Magazine, Reviewer 1; Assoc. Prof. Dr. Nguyen Minh Tuan, former Director of the Institute of Party Building, Ho Chi Minh National Academy of Politics , Reviewer 2 and members of the Acceptance Council.

Also attending were comrade Nghiem Phu Cuong, Deputy Head of the Central Inspection Commission ; comrade Le Nguyen Nam Ninh, member of the Central Inspection Commission, Deputy Head of the Project; members participating in the Project; representatives of departments and units of the Central Inspection Commission.

The principle of democratic centralism and the mechanism for implementing the principle of democratic centralism play an important and decisive role in the success of the Party in the process of ruling and leading the State and society. In the process of leading the revolutionary cause over the past 93 years, our Party, founded and trained by President Ho Chi Minh , has always adhered to the principle of democratic centralism and considered it the basic organizational principle of the Party, directing all the work of building the Party's organization and activities, ensuring unified centralized leadership, while constantly promoting democracy within the Party. Over the past time, Party committees and organizations at all levels have basically grasped and strictly implemented the principles of Party building according to the provisions of the Party Charter, in which the principle of democratic centralism has been concretized into regulations and rules to promote the collective intelligence of Party committees and organizations in leadership and direction of implementation, while at the same time individualizing individual responsibility, especially the head in organizing the implementation of Party resolutions, contributing significantly to the work of Party building and maintaining Party discipline.

However, in recent terms, violations of the principle of democratic centralism in many Party committees and organizations have led to serious violations, causing very serious, even extremely serious consequences, causing large losses to the state budget, creating public outrage, prolonged, mass, and cross-level complaints, seriously damaging the reputation of Party organizations and local and unit authorities, and reducing people's trust. To keep up with the trend of the times, in the context that our Party is the only ruling Communist Party, it is necessary to study and perfect the mechanism for implementing the principle of democratic centralism within the Party to ensure proper and full implementation of this principle in practice.

Given the above-mentioned urgency, the Project has determined the content and scope of the mechanism for implementing the principle of democratic centralism, the relationship and dialectics between centralism and democracy and vice versa; identified and clarified the current institutional, institutional and mechanism problems that affect the effectiveness of implementing the principle of democratic centralism in the Party today; systematically referred to and suggested the reference and application of practical experiences of the world on implementing democracy in ruling parties, especially in countries with institutional similarities; established and interpreted the theoretical and practical basis, proposed breakthrough solutions to perfect the mechanism for implementing the principle of democratic centralism of the Party in the new situation.

At the Conference, the Project Management Board listened to and accepted the opinions of the reviewers and members of the Acceptance Council. The opinions agreed that the Project had highlighted theoretical and practical issues in the mechanism for implementing the principle of democratic centralism in the Party, contributing to supplementing and perfecting the Party's viewpoint on the principle of democratic centralism. The project was carefully and seriously researched, with appropriate research methods, scientific products that ensured quality, were on schedule, fully completed, exceeded the research objectives, made clear scientific contributions, were highly practical, and met the requirements of the new situation. Some comments suggested that the Project Management Board clarify the content of some terms and propose more breakthrough solutions related to institutional building and mechanisms for implementing the principle of democratic centralism in the Party...

Comrade Nghiem Phu Cuong, Deputy Head of the Central Inspection Commission, spoke at the Conference.

Speaking at the Conference, Comrade Nghiem Phu Cuong, Deputy Head of the Central Inspection Commission, said: This is a key scientific topic of the Central Inspection Commission and has been directed by the leaders of the Central Inspection Commission. In addition to the efforts of the Steering Committee in the past time, there have been great contributions and efforts of many party organizations, scientists and experts to help the topic complete the requirements. The research results of the topic, after being officially accepted, will be studied by the Central Inspection Commission, and advised by the Politburo and the Secretariat to apply in practice in Party building work as well as the inspection and supervision work of the Party.

Prof. Dr. Nguyen Xuan Thang, Politburo member, Director of Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, Chairman of the Acceptance Council delivered the concluding speech at the Conference.

Concluding the acceptance conference, Prof. Dr. Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, Chairman of the Acceptance Council affirmed that the Project was carefully prepared, meeting the required schedule; it is urgent in both theory and practice; the implementation of the research on the Project contributes to clarifying theoretical and practical issues on the mechanism for implementing the Party's democratic centralism principle, on that basis, proposing directions and solutions to perfect the mechanisms for implementing the Party's democratic centralism principle in the new situation; contributing to summarizing 40 years of innovation and serving the drafting of the 14th National Party Congress documents. Comrade Nguyen Xuan Thang requested the Project Management Board to maximally absorb and select opinions of the Council members to edit and perfect the project.

As a result, the Acceptance Council agreed that the State-level scientific project "Improving the mechanism for implementing the Party's democratic centralism principle in the new situation" achieved excellent results./.
