– On the morning of January 25, Comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee chaired a thematic meeting to consider removing difficulties and obstacles in implementing Resolution No. 95/NQ-TU dated September 20, 2022 of the Provincial Party Standing Committee on renovating production forests which are natural forests that are not capable of self-recovery to develop the forestry economy in the province in the period of 2022 - 2030 (Resolution 95); implementing Sub-project 1 - Project 3, National target program on socio -economic development in ethnic minority and mountainous areas in the period of 2021 - 2030, phase I (2021 - 2025).
The meeting was held online at 10 district-level points and 118 commune points in regions II and III in the province.
According to the report of the Department of Agriculture and Rural Development, recently, the implementation of Resolution 95 has been actively carried out by all levels and sectors. Up to now, the whole province has received 669 dossiers with an area of 1,650.19 hectares, of which 471 dossiers have been appraised; the expected area eligible for approval is 103.9 hectares.
In the process of implementing Resolution 95, there are still some limitations and difficulties such as: some party committees and local authorities have not really participated in directing and organizing implementation; propaganda work is still limited; the rate of qualified files for approval is still low; determining the purpose of regenerating trees to be retained is still difficult...
Regarding Sub-project 1 - Project 3, National target program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030, in 2022, the total budget allocated in the province was over 62 billion VND, the disbursement result was over 8.5 billion VND, reaching 13.7% of the plan. In 2023, the total budget allocated was over 190 billion VND, the disbursement result was over 28.7 billion VND, reaching 15.8% of the plan. The implementation results are still low because the districts mainly focus on implementing the content of supporting forest protection, afforestation, the content of zoning and regeneration with additional planting and rice support has not been implemented.

At the meeting, delegates discussed and pointed out difficulties and obstacles in the implementation of Resolution 95 and Sub-project 1 - Project 3 such as: limited propaganda and awareness among some people; thin forest rangers; low support levels for forest protection and contracting... At the same time, they proposed and recommended solutions such as: issuing a specific list of trees for regeneration purposes to carry out forest improvement; expanding the beneficiaries of the policy; increasing support funding for forest protection and contracting...
Concluding the meeting, the Vice Chairman of the Provincial People's Committee emphasized: Regarding the implementation of Resolution 95, the People's Committees of districts and cities continue to strengthen propaganda and widely disseminate legal provisions on natural forest renovation to cadres, party members, civil servants, people and businesses; enhance responsibility in appraisal work, speed up the approval process for dossiers that meet the conditions for renovating production forests that are natural forests that are not capable of self-recovery, to be completed in February 2024... The Department of Agriculture and Rural Development needs to direct the forest rangers to proactively coordinate with specialized agencies at the district level and People's Committees of communes in propaganda work, speed up the appraisal process, ensure strict compliance with legal regulations; strengthen inspection, urging, guidance, establish working groups to inspect, guide and remove difficulties in implementation; Synthesize reports and propose relevant agencies to resolve difficulties and problems according to their authority... The Department of Natural Resources and Environment coordinates with the Department of Agriculture and Rural Development and the District People's Committee to review and compare the planning indicators for forestry land use, especially production forest land that is natural forest with forestry planning land, the current status of existing forests, and advise the Provincial People's Committee to consider adjusting land use indicators accordingly, as a basis for implementing forest renovation in the area.
For the task of Sub-project 1 - Project 3, the Department of Agriculture and Rural Development and the Ethnic Minorities Committee continue to urge the People's Committees of the districts to fully implement the targets and tasks of Sub-project 1 - Project 3, ensuring that people in communes of Region II and Region III have access to and enjoy the State's policies; monitor, supervise, and organize inspections of the implementation situation at units to advise the Provincial People's Committee to direct and guide the districts to remove difficulties and obstacles in the implementation process. At the same time, the People's Committees of the districts establish a Working Group to urge and direct the implementation of Sub-project 1 - Project 3 in the area to ensure the highest efficiency; strictly comply with the information and reporting regime; Every year, when proposing planning needs, districts need to base on the current status of forest area and forestry land that are eligible to implement Sub-project 1 - Project 3, ensuring people's rights, avoiding cases where there is funding, forest objects are eligible but people do not enjoy the policy...
